Context

Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).

The MSF movement is structured around 5 operational centres supported by 24 partner sections and offices worldwide. The MSF operational centre in Geneva is one of these centres. Together with regional entities (hubs), it coordinates medico-operations in more than 25 countries worldwide in 60 medical projects with more than 8000 employees (segmented into 550 international positions, 5500 national positions & 2000 staff under refugee or under incentive status.

MSF aims to work in an environment free from abuse and inappropriate behaviour. Situations of abuse or inappropriate behaviour reported to the Abuse and Behavior Unit are managed confidentially and following a formal process.

Mission

  • Ensure that all MSF staff works in an environment free of abuse and harassment
  • Contribute to the elaboration and consolidation of MSF’s behavioral policy and practices
  • Ensure that all staff and patients and partners are aware of MSF’s behavioral values, policies and management mechanisms.
  • Coordinate and ensure functioning of complaints and alerts mechanisms (prevention and case management process)

Responsibility

  • Leads ABU (Abuses and Behaviour Unit), including a prevention team and a case management team
  • Coordinates the CRAC Committee
  • Supervises and develop a prevention strategy including detection with the prevention manager and put in place qualitative and quantitative monitoring tools
  • Leads the setting up of a complete training path on behavioural values, policies and mechanisms.
  • Leads, plans, conducts, reports and follow-up complaint and alert mechanism within specified agreed timeline and with quality
  • Actively represents OCG on the IPOB platform and other MSF bodies
  • Maintains a relevant external network with his/her counterparts in other organizations and externally promote MSF values and principles

Scope of responsibilities

Strategy, Framework and policies

  • Lead the design of a strategy and a roadmap/workplan on Responsible behaviour for the period of application of the Strategic Plan, including setting up concrete goals to be achieved by the end of next year.
  • Lead the review of existing policies, protocols, including Behaviour Guidelines, structure of the Behaviour Committee.
  • Coordinate the validation of strategic documents and policies at OCG and International level and presented When necessary
  • Lead the review of the framework of management of ethical issues related with abuse towards people and behaviour within OCG, reviewing lines of responsibilities and accountabilities and ensuring alignment on key priority areas in line with OCG’s Strategic Orientations
  • Define and implement a dissemination strategy for the policies & protocols produced/updated, including running sensitization workshops in the field.

Team Management and budget

  • In charge of guaranteeing the quality and respect of the procedures and principles of case management, especially those related to confidentiality and data protection.
  • Coordinates the induction, capacity building and development of the members of his/her team and support personal development
  • Determines annual objectives for the service and for each individual.
  • Conduct annual evaluation of team members
  • Ensures a proper budgeting and budget follow up of the Abuse and Behaviour Unit.

CRAC Committee coordination

  • Coordinates regular meetings, setting-up priorities together with committee members.
  • Ensures that the functioning of CRAC process, following MSF standard procedures and onboards new members.
  • Ensures confidentiality during all the steps of the process.
  • Ensures protection and independence of CRAC members.
  • Remains attentive to potential conflicts of interest.
  • Ensures that alerts and complaints followed defined processes from its inception until its closing with the case manager, including its appropriate communication.

Prevention, detection and reporting

  • Validate the design and coordinate the roll-out plant of the prevention strategy on responsible behaviour with the prevention manager.
  • Lead the setting up of a complete training path on behavioural values, policies and mechanisms.
  • Lead the analysis of existing available information and training material (leaflets, posters, videos) and define needs for updates.
  • Lead the review and implementation of existing trainings.
  • Coordinate the inclusion of discussions on ethical dilemmas at organizational level and identify and conduct tailored sessions on prevention, detection, reporting and management of cases of inappropriate behaviour, abuse, and medical malpractice.
  • Ensure effectiveness of awareness sessions.
  • Ensure quality of field awareness following MSF standards.
  • Ensure a monitoring of prevention activities is in place (follow-up field visits recommendations)
  • Ensure regular and pertinent updates of awareness raising tools.
  • Support the missions on the development of feedback and complaint mechanism adapted to each context for both staff and patients/caretakers/ beneficiaries.
  • Lead, plan, conduct, report and follow-up of complaint and alert mechanisms within specified agreed timeline and with quality.

Monitoring and Evaluation

  • Define and implement an adapted and effective data collection system.
  • Analyse in a regular basis the typology, provenance and particularities of the cases reported in order to adapt the strategy accordingly.
  • Propose and coordinate quality analyses of the case management.
  • Warranty the well-functioning and upgrade of the integrity line and adequate support is given to users
  • Conduct lessons learnt exercises on general functioning of the Behaviour Committees, case management and propose improvements.
  • Ensure a monitoring of prevention activities is in place (follow-up field visits) recommendations)

Reflection, Communication and Advocacy

  • Support the General Direction for internal and external positioning, as well as preparation and feedback of abuse related topics raised at Management Team and Board of Directors level.
  • Ensure regular internal communication to all relevant key stakeholders inside OCG. This includes finding regular opportunities to communicate and debate on cases (whether managed by field and/or HQ, with the appropriate level of confidentiality and anonymization of data)
  • Actively represent OCG on the IPOB platform and other MSF bodies.
  • Maintain a relevant external network with his/her counterparts in other organizations and externally promote MSF values and principles

Your Profile

Education

  • Master’s degree or equivalent in a field relevant to this profile (e.g. law, social or organizational sciences, psychology, social work etc.).
  • Four years of relevant work experience, in addition to the minimum required, may be accepted in lieu of a master’s degree

Experience

  • 3 to 5 years of experience in humanitarian projects management in MSF and/or in any comparable non-governmental organisations OR Similar validated experience in technical expertise in the related field, preferably in non-governmental, charity or international organisations.
  • Experience in leading and conducting workplace administrative investigations in the Humanitarian sector is a plus

Languages

  • Fluency in English and French is required.
  • Knowledge of another language (Arabic, Portuguese, Russian, Spanish) is considered an advantage.

Terms of Employment

  • Full-time position 100% (40h/week)

  • Gross annual salary: from CHF 118’776.- to CHF 133’272.- (salary commensurate with equivalent experience and internal salary grid)
