The ABA Rule of Law Initiative (ABA ROLI) seeks a Program Officer to support the organization’s efforts in the areas of Gender Equality and Social Inclusion (GESI) and safeguarding. The GESI Program Officer reports to the Senior Gender and Inclusion Technical Advisor and will contribute to all aspects of GESI and safeguarding initiatives across the organization including the development and review of documents, crafting and managing processes, and drafting communication materials. In addition to providing high-quality contributions including to decision making for the effective implementation of program activities across regional divisions, the Program Officer, who will be part of the Global Programs Division, is expected to support other ABA ROLI global programs as needed as well as contributing to the development of new programs and initiatives.

Principle Duties / Job Responsibilities

Safeguarding

•Responsible for day-to-day support to organization-wide implementation of the ABA ROLI Safeguarding Policy such that technical and administrative compliance requirements are being met according to ABA ROLI processes and regulations.

•Under the direction of the Senior Gender and Inclusion Technical Advisor (SGITA), support the Regional Directors, Program Managers/Sr. Program Managers/ Sr. Technical Advisors/Program Directors with integrating ABA-ROLI’s Safeguarding Policy into their respective programs and projects across the organization.

•With the SGITA, serve as a point of contact and support for HQ and Field Level Safeguarding Focal Points (SFPs) as they undertake their responsibilities.

•In collaboration with the SGITA and HR Manager ensure ABA-ROLI’s safeguarding commitments are communicated to the program teams and support effective implementation in the field offices and at HQ.

•Reporting to the SGTIA, monitor the progress of the Safeguarding Policy integration in the respective divisions.

•Advocate for and raise awareness of safeguarding across the organization with staff and externally with other stakeholders, as needed ensuring they understand their role and responsibilities.

•Assist Human Resources department in planning and delivering the safeguarding interventions, e.g. assist HR Manager or her/his designee to facilitate safeguarding training with staff and other stakeholders.

•With the SGITA, design and conduct safeguarding mentoring and training.

•Craft processes for compliance with safeguarding policy.

•Coordinate compliance, monitoring, and internal reporting on safeguarding.

•Influence rigorous compliance execution and performance.

•Receive, input, track, and follow up on certain safeguarding complaints as delegated by the SGITA.

•Analyze and review reporting trends and themes in investigations in collaboration with the SGTIA and HR Manager.

•Draft regular and on-demand reports and other communication and informational products on safeguarding.

Gender Equality and Social Inclusion (GESI)

•Responsible for strengthening and supporting implementation of ABA ROLI’s Gender Equity and Social Inclusion (GESI) portfolio.

•Participate in the preparation of internal and external information and materials provided to partners and donors, including cap stats and success stories.

•Lead knowledge management for ABA ROLI’s GESI programming.

•With the SGITA, develop and update ABA ROLI’s GESI strategy and programming portfolio.

•Track relevant business development opportunities.

•Participate in the development of proposals by overseeing coordination with country offices and business development division, participating in drafting of logic models and indicators, coordinating with consultants and local partners, and participating in drafting of MEL (monitoring, evaluation, and learning) plans.

•Coordinate and lead research activities as assigned.

•Contribute to and manage Sexual Orientation and Gender Identity, and Gender Expression (SOGIE) training for the organization.

•Support adherence to personnel and program compliance with ABA and donor policies, practices, procedures, and regulations including the Foreign Corrupt Practices Act.

•Assist in the development of program work plans and supporting implementation.

•Assist with the recruitment of event speakers, consultants, experts, and pro bono partners.

•Represent ABA ROLI at external events domestically.

•Perform other related duties as required.

Basic Qualifications & Interests

•Bachelor’s degree from an accredited college or university or equivalent work experience.

Preferred Qualifications & Interests

•At least four (4) years of work experience in a program management capacity, two (2) of which must be related to GESI, women’s rights, women’s empowerment, SOGIE, safeguarding, or conflict sensitivity/do no harm.

•Master’s degree in international development or a relevant social science discipline.

•Interest in and commitment to rule of law, democracy and governance, human rights, safeguarding, gender equality and social inclusion, and SOGIE rights.

•Excellent interpersonal skills and ability to work effectively with a diverse group of stakeholders.

•Strong research, writing, analytical, knowledge management, and communication skills.

•Effective time management and a strong ability to multi-task, adapt and manage competing priorities in a fast-paced environment.

•Strong Microsoft Office Suite skills and familiarity with social media.

•Ability and willingness to be an effective team player.

•Fluency in written and spoken English.
