Field Finance Manager, Guatemala Human Rights for All

American Bar Association Background
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and citizen rights by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators, and police), civil society organizations, bar associations, legal aid organizations, and lawyers, among others. ABA ROLI’s work in Latin Americaspans a variety of programing around the rule of law, access to justice, atrocity prevention as well as human rights protection and promotion. ABA ROLI’s Latin America and the Caribbean Division has country offices across the region, including in Colombia, Mexico, and Peru.

Program Overview
ABA ROLI is hiring a full-time Field Finance Manager (FFM) to support the USAID-funded Human Rights for All program in Guatemala to increase respect for human rights in the country.The program’s objectives are that (1) the enabling environment to protect human rights abuses is enhanced, (2) the protection of human rights is improved, and (3) the capacity of the Guatemalan civil society and selected government entities to respond to human rights abuses is increased.

Position Summary
Under the supervision of the Country Representative, the Field Financial Manager will work with ABA ROLI program and finance teams in Washington, DC to provide financial management of the program. The FFM will work closely with the Country Representative to ensure compliance with donor and ABA ROLI policies and procedures. The FFM also works to oversee personnel management and ensure compliance with local laws.

Location

The position will be based in Guatemala City, Guatemala.

Principal Duties/Job Responsibilities
The general tasks of this post include, but are not limited to, the following:
➢ Managing office funds, including bank accounts, emergency funds and petty cash;
➢ Ensuring a compliance check of all payment transactions before their recording in Chrome River;
➢ Record on a daily basis expense reports in Chrome River along with appropriate backup files;
➢ Maintaining the office cash and bank accounts, conducting monthly bank and cash reconciliations;
➢ Leading and overseeing office HR responsibilities, including the drafting, executing, and managing of contracts for staff, consultants, and vendors as well as maintenance of resident staff timesheets and tracking leave time;
➢ Overseeing the financial and logistical work of the Project Officer;
➢ Overseeing capacity building and mentorship of subgrantees on their financial management;
➢ Conducting a compliance review of subgrantees’ quarterly and annual financial reports;
➢ Preparing in coordination with Program Staff monthly office cash forecasts to submit to the DC Finance team;
➢ Preparing local staff рауroll and lосаl tax payments;
➢ Monitoring program spending for the duration of the project;
➢ Ensuring timely payment to vendors in compliance with ABA ROLI policies and procedures;
➢ Working with local staff on financial management and compliance, including training staff on ABA ROLI policies and procedures;
➢ Serve as main local point of contact during the audit process
➢ Other related duties as required.

Basic Requirements
➢ A university degree in accounting, business management/administration, commerce or finance. Master’s degree preferred.
➢ At least eight (8) years of financial management experience within an international non- governmental organization (INGO) or multilateral institution;
➢ Experience working with US government-funded projects, including familiarity with OMB Circular financial regulations;
➢ Experience and familiarity with general auditing principles and standards;
➢ Experience establishing internal controls for effective cash management;
➢ Experience with, and knowledge of, U.S. Government procurement regulations;
➢ Experience with preparing and forecasting budgets;
➢ Experience with managing and mentoring staff and working within a team composed of administrative, financial and programmatic staff;
➢ Experience in human resource management and/or office administration;

➢ Advanced skills in QuickBooks, Chrome River, Excel, and Word;
➢ High degree of organization, professionalism, integrity, trustworthiness and flexibility;
➢ Ability to use discretion when working with confidential documents and information;
➢ Ability to operate efficiently while juggling multiple priorities.
➢ National or permanent resident of Guatemala;
➢ Fluency in English and Spanish (written and spoken) required.
