ABA Guatemala Human Rights for All (HRA) Project – Startup Management Consultant

Job Description
The Startup Management Consultant will support the Chief of Party and DC team in working on startup initiatives to ensure successful implementation of the Guatemala Human Rights for All project. The Startup Management Consultant should have general knowledge of the Guatemala or other similar operational environments, USAID rules and regulations, and operational considerations for human rights or other similar international development programming. The Startup Management Consultant should also have direct experience working with international development programmatic country offices. This position will be based in Guatemala.

Responsibilities

  • Assist with operational startup of the Guatemala Human Rights for All program, including preliminary operational tasks involved in setting up the program office.
  • Coordinate with the Chief of Party, Guatemala office team, and DC team in startup initiatives, including onboarding of new staff and other operational matters.
  • Ensure compliance with USAID, ABA, and Government of Guatemala policies, laws, and regulations in initial program setup for rapid startup.
  • Other duties as necessary for program establishment and implementation startup.

Qualifications

  • Bachelor’s or master’s degree in human rights, law, international affairs, or a related field.
  • Minimum of 5 years of work experience in international development, preferably with donor-funded projects in human rights or programs on other similar topics, with an emphasis on experience in working with programmatic country offices.
  • Significant experience navigating challenges for international development program startup in the Guatemala or similar operational context.
  • Experience implementing USAID programs on related subject matter, especially regarding operational and compliance elements.
  • Understanding of operational needs for a functional programmatic country office implementing USG-funded international development programs.
  • Knowledge of USAID regulations and compliance, including ADS and 2 CFR 200.
  • Fluency in English and proficiency in Spanish.
