JOB SUMMARY: The Officer Accountability to Affected Population (AAP) is part of the headquarters Monitoring, Evaluation, Accountability, and Learning (MEAL) team. The Officer AAP will support strengthening and expanding the organizational approach and processes to ensure accountability to crisis-affected communities. S/he will work with a portfolio of International Medical Corps country missions, advising, monitoring and supporting country AAP focal points in the areas of community-based feedback and response mechanisms (CBFRM), community engagement and meaningful participation, and community-based communication (information sharing). The Officer AAP will build capacity of country accountability focal points to ensure the integration of accountability best practices in project design implementation and will coordinate closely with MEAL, program, and other department staff to ensure a systematic approach to integrating and implementing AAP commitments.

MAIN TASKS AND RESPONSIBILITIES

IMC’s policies, guidelines, and procedures

  • Supports standard setting for information provision to communities, consulting communities, promoting participation and community engagement, and community-based complaints and feedback mechanisms.
  • Support in revising the current IMC CBFRM guidelines (based on learning and changes, e.g. revised categories of feedback and complaints).
  • Mainstream applicable Global MEAL Guidelines sections across all related AAP activities at the field level and ensure the guidance notes for accountability are functional at the field level.
  • Apply and adapt applicable Global MEAL Guidelines, tools, and templates at the relevant stages of the project cycle.
  • Actively promote the Prevention of Sexual Exploitation and Abuse (PSEA) standards within IMC and amongst its beneficiaries.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.

MEAL – AAP

  • Supports standard setting for information provision to communities, consulting communities, promoting participation and community engagement, and community-based complaints and feedback mechanisms.
  • Support the design and of organizational AAP frameworks, tools and processes.
  • Support organizational CHS membership requirements including self-assessment and development/implementation of improvement plans.
  • Support to field teams monitoring the application/adherence of MEAL frameworks, tools, processes, and improvement actions related to AAP.
  • Support to field team to apply and adhere to AAP plans, tools, and processes.
  • Facilitate quarterly and annual review of MEAL country report AAP datapoints and follow up with country missions on issues arise during the review process.
  • Support the role out, training and support for International Medical Corps central database for managing community-based feedback and complaints.
  • Support the development of compliance tools and checklist to monitor adherence to organizational AAP commitments and AAP local procedures.
  • Work with MEAL team to establish standardized processes for linking analysis of community feedback and monitoring data and ensure accountability processes are monitored and evaluated to inform changes in programming.
  • Participate/facilitate in organizational AAP working groups.
  • Provide technical input and quality assurance review for all reports and proposals to meet donor and International Medical Corps’ AAP requirements
  • Support development of a standardized information sharing/communications needs assessment tool to ensure information sharing channels are established, and functional continuously to provide people in need / affected population better understanding on their rights, entitlements, registration, targeting / selection processes, access to other services, and their rights to provide feedback and the available channels.
  • Support in updating the standardized format for country CBFRM procedures.

Presenting information

  • Presents AAP data in simplified yet informative formats, depicting disaggregated community perceptions on quality of humanitarian actions and accountability commitments.
  • Ensure effective communication of achievements and results.

Capacity development and training

  • Support program and field staff with additional training and mentoring on AAP
  • Support onward development of CBFRM and AAP training materials for field staff

Knowledge management and learning

  • Develop learning content in relevant technical areas in collaboration with MEAL Team and technical specialists
  • Support the development of AAP learning modules, ensuring that essential technical learning elements related to AAP are selected and incorporated into staff onboarding and training modules.
  • Support in developing KML mechanisms and processes for the department while ensuring these mechanisms are in line with IMC’s guidelines
  • Establish basic learning systems that incorporate findings, lessons learned, achievements and gaps, and develop all the tools required to support learning practices.
  • Facilitate after-action reviews and lessons learned exercises, including data collected through CBFRM and other participative forms of community engagement and feedback collection.

Community based feedback and response mechanism

  • Provide technical support to country teams on establishing and maintaining effective feedback mechanisms for decision making, fully in line with commitments regarding accountability to affected populations (AAP), including IASC CAAP, CHS, and Sphere Humanitarian Charter
  • Implement and monitor the CBFRM, accountability initiatives, and practices across the mission.
  • Support development of methodologies and standardized tools to consult communities on their preferences based on the operational context for CBFRM to ensure mechanisms are safe, accessible and preferred.
  • Maintain data protection confidentiality of any data collected through CBFRM.

QUALIFICATIONS

  • Typically, a Bachelor’s degree in social sciences, public health, statistics, or international development, with experience or background in MEAL, public health, or social work. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 3+ years of applied experience with AAP within a humanitarian organization and or working with refugees/IDPs in humanitarian settings.
  • Demonstrated knowledge accountability initiatives, key concepts and commitments regarding accountability to affected populations (AAP) e.g. IASC CAAP, CHS, Quality COMPASS, The HAP Standard in Accountability and Quality Management, and/or similar humanitarian quality management initiative. Demonstrated experience in developing and operating systems for documenting and managing community-based feedback and complaints.
  • Experience of adapting accountability and community engagement tools and processes to different contexts.
  • Experience with implementation of remote Accountability and Participation processes desirable.
  • Familiarity with conducting a CHS Self-assessment or similar quality management assessment desirable.
  • Ability to analyze and adapt new ideas and concepts. Able to troubleshoot problems, adapt approach based on organizational learning, and progress towards achievements of the objectives in dynamic and complex operational contexts.
  • Solid project management skills: ability to plan, organize, and implement projects and tasks within an allotted timeframe.
  • Demonstrated experience in building staff capacity within complex programming.
  • Demonstrated understanding of data protection and confidentiality as part of data collection and management practices and the ability to respect and maintain confidentiality.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, PowerPoint and Teams.
  • Communicate the organizational goals to the team.
  • Strong advisory skills, understanding of (learning/capacity strengthening) needs.
  • Strong facilitation skills and intercultural sensitivity.
  • Have analytical, conceptual, and strategic thinking skills.

  • High-level English proficiency (Speaking – Reading – Writing).
  • High-level French, Spanish or Arabic proficiency (Speaking – Reading – Writing) is desirable.
  • Ability and interest in travelling (c. 50%), primarily to International Medical Corps HQ, Regional meetings, and to country programs in the delivery of strategic projects.
