RESPONSIBILITIES

The Deputy Coordinator will support and strengthen the coordination and performance of the Nutrition cluster by complementing the expertise, experience, capacity, competencies and skills of the Coordinator and Lead Agency. Particularly, the DNCC will support operational planning and implementation of the nutrition in emergencies response.
The DNCC represents the Nutrition cluster jointly with the Coordinator and ensures all partners, members and observers have voice in humanitarian coordination. The DNCC shall promote accountability to affected populations and adherence to quality standards and best practices. The role is guided by principles of partnership, collaboration, predictability and transparency.
The following tasks, responsibilities and deliverables are responsibility of the NCC; the DNCC will work alongside and in support to the NCC and the Lead Agency, and in collaboration with the SAG and TWGs. The DNCC can take over, ad interim, these responsibilities in the absence of the Coordinator. Some of these tasks may be fully assigned to the DNCC based on the agreement with the NCC on workload, competencies, etc.
General
– Organise regular meetings to coordinate the nutrition response and address common challenges.
– Ensure sector members contact list is regularly updated by working with Cluster Information management officer (IMO).
– Facilitate information exchange within and without the cluster through website, shared drive, communication groups, nutrition bulletins, etc.
– Proactively engage in relevant coordination mechanism on identified themes relevant to nutrition cluster
– Support any other tasks as agreed with the Nutrition Cluster Coordinator NCC.
More specifically:
Contribute to the nutrition cluster strategy design and responses planning
Need assessment and analysis
Coordinate the cluster activities in collaboration with all stakeholders
Implementation and monitoring nutrition partners activities
Advocate and mobilize resources for the implementation of nutrition cluster strategy
Preparedness
In collaboration with aid agencies, national institutions and organisations, inter-sectoral teams and the private sector, ensure nutrition risk analysis is periodically conducted with risk monitoring system in place.
Lead development and implementation of contingency plans for risks identified as medium or high through the risk analysis (which fall outside of any existing Humanitarian Response Plan)

Language Proficiency
Ukraining and/or Russian native speaker. Fluency in English is mandatory.

Qualifications and experience
– University degree, preferably at the master level, in health sciences, public health, nutrition, international development or related disciplines.
– Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
– At least five years of progressively responsible work experience with UN and/or NGO, including nutrition or other programme management and/or coordination .
– Previous Cluster coordination or co-coordination experience is an asset. Experience as a member of the Strategic Advisory Group or a co-chair of the Technical Working Group is an asset.

SPECIFIC CONDITIONS / SALARY

The position is based is in Ukraine with frequent travels to the neighboring countries for a 6 months contract.
The position is opened to both national and international candidates.
Remuneration is according to ACF’s compensation & benefits policy.
