Mission :

Mission 1: Business Development and Program Design
Lead and coordinate proposal development initiatives, liaising between HQ, ACF’s regional technical advisors, partners, finance, logistics, HR, and program focal points to ensure smooth and timely proposal development processes;
Working with the Deputy Country Director and technical Heads of Department, support the development of comprehensive program design, appropriate to context and aligned with the country-level strategy;
Actively participating in the research of donor funding opportunities and represent ACF in front of donors.
Oversee concept note, proposal development processes in line with established practices, and review, consolidate, and finalize full submission packages for validation
Facilitate and lead project design sessions including cross-function teams and external partners
In coordination with the DCDP and the CD, identify funding opportunities and assess their alignment to mission’s strategy and needs identified within the targeted communities · Lead in the development of a fundraising strategy
Mission 2: Grants Management and Compliance
Ensure that grants are well-administered and implemented in compliance with the relevant donor regulations and Action Against Hunger procedures.
Track project spending and proactively assess the need for modifications or amendments
Oversee donor and internal reporting processes, ensuring high-quality, well-written and timely reports are submitted.
Ensure adherence to the grants management cycle including grant opening, review and closing meetings to ensure project objectives are being met · Working with program teams provide timely responses to donor and HQ grant-related requests.
Ensure quality information management related to grants including online grant files, reporting calendars and the grants tracker
Oversee grant revisions, cost extensions, no-cost extensions, budget realignments, and other as required
Act as a focal point for donor rules and regulations and provide support to program team on questions around compliance.
Identify potential compliance concerns and flag them to the Senior Management Team as required.
Ensure that all grants documents are archived and that information is circulated across the mission
Build grant capacity of field staff by providing trainings, and providing support in report writing, proposal development, budget management, Action Against Hunger specific tools, and other topics as/if needed.

Profile :

You have a bachelor degree in humanitarian aid, international relations, or related fields;
You have at least 3 years of experience in humanitarian and/or development fundraising from institutional donors (in a fundraising or related NGO role);
You have at least 1 year of field-based experience in the same or similar positions required;
You have a work experience in conflict-affected settings;
You have a good knowledge of common institutional donor guidelines and regulations (EU, BHA, pooled funds and private foundations);
You have an experience with proposal and log frame development for a variety of donors; Familiarity with key programme areas and desirable (Mental Health, WaSH, Food Security and Livelihoods including cash);
You are fluent in English (spoken and written).

Conditions d’emploi

Fixed term contract under French legislation: 6 months
Monthly gross salary from 2597 to 2968euros (including a 13th month) upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 838euros net, field paid
Monthly country allowance: 450euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
