RESPONSIBILITIES

You will work with the Country Director to provide leadership to the development and maintenance of the program’s strategy for the mission.
You will ensure the overall implementation of the operational strategy of the mission and follow-up the quality of the programs, and develop new project proposals in line with the mission strategy
More precisely your missions will be to :
– Coordinate technical country strategy and ensure operational management of all technical areas;
– Represent and liaise for operational strategy and program related issues to donors, authorities, UN, NGOs
– Analyze the Humanitarian needs in the Country
– Supervision and management of all direct reports (Head of technical departments, grants and program coordinator, MEAL).
– Follow-up on management of program budgets;
– Act as Country Director in his absence

REQUESTED PROFILE

– A Master’ s degree in development / humanitarian aid, international relations or a field relevant to ACF expertize
– Nutrition experience essential, WASH and FSL experience preferred
– At least 5 years of project management experience in international NGOs and in a similar coordination position
– Leadership and management skills in a complex international setting
– Extensive knowledge and understanding of Humanitarian coordination mechanisms
– Extensive experience of grant management and development
– Knowledge of the main donors policy and requirements
– Strategic planning and program design and development
– Understanding of different methodologies of monitoring and evaluation and experience in developing MEAL systems
– It is mandatory to be fluent in English (written and spoken)

SPECIFIC CONDITIONS / SALARY

12 months fixed term contract under French legislation:
– Monthly gross salary from 2 735 to 3185 EUR upon experience
– Per diem and living allowance: $192+ $345 net, field paid.
– + 150EUR of monthly gross salary as country allowance.
– 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen
– Child allowance, 1500EUR/year/child (capped to 6000EUR)
– Coverage of transportation costs to and in the mission
– 100% coverage of health contributions (social security + private insurance) and repatriation insurance
– 25 days of paid leaves per year
– 20 RnR per year. + 215 EUR at each RnR period (averagely every 3 months. Coverage of the transportation expenses to the RnR area of reference (Thailand).
