REQUEST FOR CONSULTANTS

The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA belongs to the worldwide network, comprised of more than 130 supporting and implementing country offices. ADRA is seeking to recruit a consultant to conduct a training on sexual and gender-based violence for teachers, community education committees and education authorities.

Purpose and Objective of the Consultancy

The purpose of this assignment is to build the capacity of community support networks for social advocacy and a critical mass of individuals and groups engaged in activism against gender-based violence.

The objectives are:

  1. Identify the guiding principles, procedures and roles (responsibilities and obligations holders) of all actors as well as the weaknesses and difficulties faced in the response to and prevention of SGBV through participatory processes;
  2. Based on identified needs, design a training program for teams and partners to identify, respond and offer an integral assistance to SGBV as well as design handbooks, tools or guides to effectively and efficiently improve the SGBV response;
  3. Upon completion of training, set out a monitoring workplan to ensure quality, coordination and coherence of the proposed and implemented procedures in the SGBV response;

Scope of Work

This assignment targets stakeholders in schools, communities and local authorities in the target locations of SEAQE2 and TOFI projects’ interventions in Jubaland, South-West, Galmudug and Hirshabelle states of Somalia.

Specific scope of work entails the following:

  • Assess the sustainability of the intervention in achieving transformation of attitudes, values and beliefs related to gender-power relations in support of addressing violence against women and girls;
  • Determine the impact of the intervention with respect to supporting the overall programme objective of the prevention of violence against women and girls;
  • Analyze how human rights approaches and gender equality principles are integrated in implementation;
  • Identify and validate lessons learned, good practices and examples, and innovations of efforts that support the prevention of violence against women and girls;
  • Provide actionable recommendations with respect to social mobilization interventions.

Proposed Methodology and Approach

Overall methodology should apply mixed approach to build necessary knowledge and skills related to case disclosure, prevention, as well as sensitivities involved in support provision. The training should provide the participants with the tools to assess and analyze the gaps in SGBV response and the best practices in tackling, as well as ways and rationale to reduce and eliminate SGBV, including sexual violence and abuse. During design and development phase, findings of desk review should be considered – analyses of the available resources and most recent efforts in this area performed by other relevant actors, including quantitative data and qualitative information from various sources, administrative data, surveys, studies and analysis carried out previously to inform the level of knowledge of experts working in child protection system. Special focus should be given to:

  • The short- and long-term effects of sexual violence and abuse of children as well as gender-based violence, including the impact of adverse childhood experiences, mental health and responses to trauma;
  • Key skills and approaches for disclosure of sexual and gender-based violence and responding to a disclosure;
  • Key skills and approaches for working with children victims and survivors of sexual violence and abuse as well as gender-based violence, including trauma-informed responses, strength-based work and building resilience, including the role of education and employment;
  • Effective ways of working with children and adolescent survivors of sexual violence and abuse as well as gender-based violence, including group/peer support, strengths-based working and cognitive behavioral approaches;
  • Relevant legislation and how to apply it in practice;
  • Services and support for children and adolescent survivors of sexual violence and abuse as well as gender-based violence in Somalia;
  • Case studies in social welfare system and best practice from the world;
  • Employment of a systematic review of literature and evidence to identify critical barriers that girls and boys, victims of sexual violence and abuse experience as well as gender-based violence in interventions in social welfare and other relevant systems;
  • Proven/ effective interventions to address the barriers;
  • Find examples of effective implementation of cross-sectoral initiatives.

Trainings should in particular provide opportunities for participants to familiarize with and discuss best practice examples from country and world related to the provision of legal and psychosocial support to survivors of gender-based violence, including practical case studies. The training sessions should integrate the following topics: SGBV

disclosure, services for SGBV survivors (for instance, counselling services, referral of cases and provision of legal advice), management of cases, various legal services provided to the victims of SGBV (for example, the participants should be able to critically reflect on the types of legal services provided by their institutions, and how these could be further developed/improved), guiding principles of mediation and what issues could be facilitated in mediation, and what issues could not, among other aspects.

The training should expose participants to the best practices and types of counselling and support provision. During

the workshop, the trainer(s) is also expected to provide the participants with relevant reference materials, which may help them in their work, as well as to incorporate any feedback and suggestions on the content of training for

future potential replication within the system.

Training package should be designed and developed in a way that content allows conducting training in face-to-face environment, and adjustments for online training. All materials need to be accompanied by references, additional explanations, further reading suggestions, sources and technical guidance.

Timeline of Activities

The task is expected commence within October 2022. A detailed workplan and timelines to be proposed by the consultant will be reviewed with the Project Team prior to the commencement of the assignment. The consultant will be required to submit a technical proposal indicating the number of days and rate for the consultancy work with a realistic action plan. As a guideline, the breakdown should consist of inception phase, pre-training preparation (training needs assessment, training manual), training workshop and reporting phase.

Expected Deliverables

All deliverables will be completed with guidance, input and feedback from the Project Manager or designate.

In reference to the scope of work above, the consultant is expected to lead and accomplish the following:

  1. Undertake survey and training needs assessment for the participants to be trained.
  2. Develop interactive and detailed training modules/training session plan and all accompanying background material for the delivery of the training workshop on capacity building of teachers, MoE and ADRA on prevention of and response to violence against women.
  3. The training workshop shall include components on inter-sectoral collaboration and coordination of various sectors in providing response and ensuring effective prevention coordination, provision of support to victims, mediation and communication skills. The training workshop shall also include detrimental effects of gender-based violence on women and girls, short- and long-term consequences (educational achievements, productivity, mental and psychological health) and gender sensitivity.
  4. Deliver training to teachers, CECs, MoE and ADRA on SGBV prevention and response. The training should cover the identification and detection of victims/violence, reporting and response.
  5. As part of the training, deliver the training guidelines in addition to content and tools.
  6. Develop training report (max. 30 pages) outlining the main opportunities, challenges and way forward. The report should include recommendations for further addressing of violence against women and girls by various service providers including Government, LNGOs and INGOs among other key agencies.
  7. The consultant will be expected to also: Submit a detailed work plan for the consultancy period inception report and a training manual that covers topics including but not limited to protection, GBV prevention and response, basic case management and psycho-social skills, training skills, advocacy and coordination skills.

Further Information:

  • Logistics: The consultant’s travel from base to the field and back after the end of the contract will be covered by ADRA.
  • Professional fee: The consultant will propose the professional fee as part of their financial proposal. (Daily rate X number of days = Total professional fee).
  • Tax and insurance: The consultants shall be responsible for their income tax and/or insurance during the assignment.
  • Code of conduct: The consultant is bound by the principles and conditions of ADRA’s Code of Conduct.

A contract will be signed by the consultant upon commencement of the assignment which will detail additional terms and conditions of service, aspects on inputs and deliverables.

Qualifications of the Consultant

  • Advanced University Degree in law, gender, development studies, international relations or other related disciplines.
  • Excellent knowledge of Gender Based Violence prevention and response programming
  • Demonstrated experience mainstreaming good practices on Gender Based Violence and Gender across the programming and practices in government, humanitarian organizations and communities/schools.
  • Excellent and demonstrated understanding of Child Protection and ethical issues in programming
  • At least 3 years’ experience in gender sensitive programming
  • Familiarity with international standards and policies related to SGBV including IASC GBV Guidelines.
  • Demonstrated experience in the development of training curricula and solid understanding of adult learning principles.
  • Fluency in Somali language is a mandatory requirement for this consultancy.
