The Education Cluster Coordinator position is a senior and strategic leadership position. The role is to provide leadership to the National Education Cluster jointly on behalf of Save the Children and UNICEF, and to provide strategic direction and advisory influence to the inter-cluster working group as well as to the Humanitarian Country Team (HCT). UNICEF and Save the Children co-lead the education cluster, and are responsible for supporting MINEDH to ensure a coherent and effective response to and recovery from emergencies, by mobiliing key stakeholders (including international agencies, INGOs, national NGOs) in a strategic manner across all essential areas of the activities related to preparedness to, implementation of, and monitoring of education in emergencies in Mozambique.

The purpose of the role is to lead coordination within the cluster mechanism between the Education Cluster, the other clusters, OCHA, the HCT and donors, and to ensure that education in emergencies is prioritised in every response. It also is to be the liaison with government authorities, mainly the MINEDH, including producing timely and relevant information for decision makers and strategic advice. Lastly the purpose is to ensure the coordination, information-sharing and supporting cluster partners, so that the Cluster members can make informed, evidence based, strategic decisions.

Qualifications

  • University degree, preferably at an advanced level, in a subject area relevant to Education, Humanitarian, International Development, etc.
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Formal training in cluster information management is also desirable.

Experience and Skills

Essential

Coordination

  • Minimum of 4 years experience and demonstrable understanding of international humanitarian response architecture, principles, coordination mechanisms, humanitarian reform and action.
  • Understanding of the humanitarian funding mechanisms (eg, the Consolidated Appeals Process [CAP], Central Emergency Response Fund [CERF] and Flash Appeals)
  • Experience of high-level coordination and chairing of meetings
  • Ability to work and plan at strategic and operational level
  • Ability to work with a diverse group of stakeholders and develop consensus and joint working
  • Strong skills at effectively presenting ideas in a clear, concise and convincing manner
  • A high level of fluency in written and spoken English and Portuguese.
  • Good interpersonal skills with the ability to communicate clearly, advocate and negotiate effectively at all levels, considering cultural and language difficulties.
  • Ability to work under pressure and willingness to work flexible hours in the event of major emergencies.
  • Commitment to the right of children and youth to education in emergencies and recognition of the need for education in emergencies as a first-phase response
  • Work impartially, serving all cluster partners on equal terms and ensure neutrality to both Save the Children and UNICEF.

Information management:

  • Demonstrated skills in managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports;
  • Competency in MS Excel or MS Access (e.g. pivot tables and functions) and other relevant IM programs and systems;
  • Experience in information management in the first phase of a major emergency response relevant to the cluster preferable.
  • Skills in GIS and in using map-making packages preferred.
  • Experience and skills in facilitation of partners on data collection/management (MINEDH and CSOs)
  • Facilitation skills.
