2- Presentation of the context

2-1- Context

Handicap International (HI), also known globally as Humanity & Inclusion, is an international non-government organization working to support the empowerment and inclusion of persons with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. We work alongside persons with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

2-2- Presentation of the project

HI has been working in China since 1998. Our objective is to promote the rights and socio-economic inclusion of persons with disabilities, especially in poor and rural areas. Since 2019, Handicap International China Office in collaboration with Lueyang Disabled Persons’ Federation (Lueyang DPF) and Luonan Disabled Persons’ Federation (Luonan DPF), launched the project “Poverty Alleviation and Social Inclusion (PASI) for People with disabilities in Shaanxi Province, China”. The project aims to alleviate poverty, promote social inclusion and empower persons with disabilities, so the quality of life of the beneficiary is one of the key indicators to measure, therefore, the ScoPeO tool is used as a measure throughout the program to determine the effect of HI’s activities on the lives of our beneficiaries, and at the end of the project, it will be used to measure changes in quality of life for our project beneficiaries.

3- Presentation of the survey

3-1- Why this survey

Score of Perceived Outcomes (ScoPeO) is a tool to measure the quality of life, safety, and social and family participation of project beneficiaries. There are 7-dimension indicators in the ScoPeO.

Because the quality of life is linked to function and participation, activities across all programs should ideally result in improved quality of life. This data analysis may also provide insight into new activities needed to support clients’ participation, safety, and function.

A baseline survey was conducted in 2019, and the survey revealed that, except for physical and mental health, social and personal relationships, and participation in social and family life, the majority of the means in the sample of beneficiaries are lower than the corresponding theoretical average. For all samples in Lueyang county, the quality of life and ScoPeO scores are both higher than in Luonan county. The male scores in both sites are higher than the female scores, indicating that more attention should be paid to female persons with disabilities in the project because they are more vulnerable than males in terms of ScoPeO score.

3-2- Survey objectives

• Overall objectives of the survey

To measure the effect of HI’s support and intervention on beneficiaries’ quality of life in Lueyang and Luonan Counties, Sha’anxi province between the baseline and end line survey.

• Specific objectives

– To determine whether participation in the trainings provided by the project includes CRPD training, soft skills training, financial training, SYB training, and vocational training, and so on, results in improved quality of life for persons with disabilities.

– To determine whether participation in the livelihood development activity, small grants or loans, and grantees’ support including peer support activity, improves quality of life for persons with disabilities.

– To determine whether participation in rehabilitation services results in improved quality of life for persons with disabilities.

– To compare changes in quality of life between those who only access one type of services and those who access a suite of services (training, livelihood development, small grants, rehab services and social inclusion activities).

3-3- Location

The ScoPeO endline survey will be conducted in 2 project sites in Shaanxi province of PRC, namely in Lueyang county and Luonan county.

3-4- Target Population

The study population consists of persons with disabilities who were enrolled in the project in Lueyang county and Luonan county. The project’s total beneficiaries (Luonan and Lueyang) are 2000 persons with disabilities.

3-5- Methodology

3-5-1 Design

The ScoPeO Endline survey is designed to monitor the change of the project beneficiaries through project intervention compared to the baseline survey conducted in 2019. The endline survey does not allow for the use of a longitudinal study, which is a study design that involves repeated observations of the same variables (e.g., people) over short or long periods of time (i.e., uses longitudinal data). Most beneficiaries have moved from one location to another, and some have changed their contact number or address.

3-5-2 Selection of individuals

Sample size

306 persons with disabilities who are the beneficiaries (men and women) of the project were selected as the sample size. This data is calculated with a confidence level of 95% and a confidence interval of 5.16 [Sample Size Calculator | Good Calculators: https://goodcalculators.com/sample-size-calculator/]. This sample size is representative of the project’s target population of 2000 persons with disabilities.

The sample size (n) is calculated according to the formula: n = [z2 * p * (1 – p) / e2] / [1 + (z2 * p * (1 – p) / (e2 * N))] Where: z = 1.96 for a confidence level (α) of 95%, p = proportion (expressed as a decimal), N = population size, e = margin of error. z = 1.96, p = 0.5, N = 2000, e = 0.0516 n = [1.962 * 0.5 * (1 – 0.5) / 0.05162] / [1 + (1.962 * 0.5 * (1 – 0.5) / (0.05162 * 2000))] n = 360.7055 / 1.1804 = 305.591 n ≈ 306 The sample size (with finite population correction) is equal to 306

Sampling procedure:

Stratified/cluster sampling will be used, based on the above-defined sample size and location (Luonan and Lueyang)..

Then, the selected interviewees are chosen among the total amount of beneficiaries by the purposive sample as the following criteria.

Inclusion criteria for the sample are:

• Persons with disabilities living in the communities of Lueyang and Luonan counties, who have accessed to Poverty Alleviation and Social Inclusion project;

• aged above 18 and below 65;

• Persons with disabilities participating in baseline survey, details refer to report of SCOPEO baseline survey.

Exclusion criteria:

• children and teenagers (any beneficiary under 18 years old)

• Persons with disabilities who cannot communicate on their perception of happiness and quality of life

• Beneficiaries who have significant and complex communication disorders

• beneficiaries with significant intellectual disability

3-5-3 Data collection

Data collection tool: The Score of Perceived Outcomes (HI, 2014), also known as ScoPeO, will be used to measure the self-reported quality of life for beneficiaries. The ScoPeO approach was developed by HI with the help of researchers, has been tested and validated in the field and is now in use in a range of developing countries. The tool addresses seven sectors: physical and mental health, social and personal relationships, subjective wellbeing, basic needs, material wellbeing, perception of safety, and participation in society and family life. The ScoPeO endline questionnaire will be used in the survey. It is available for sharing upon request.

Face-to-face data collection will conducted by consultant team who are trained on ScoPeO questionnaires.

3-5-4 Data processing

The ScoPeO survey tool comes with a standardized database template. Data entry will be led by the external consultant. This database takes the form of an Excel matrix made up of several spread sheets.

3-5-5 Data analysis

The collected data will be stored in an Excel file for analysis. The ScoPeO survey aims to highlight the evolution of the quality of life as perceived by the beneficiaries between the baseline and the Endline (i.e. during the project period), the results may be influenced by the consequences of the pandemic. Thus, additional analysis will be defined the potential deterioration in the quality of life induced by the COVID-19.

Analysis to be performed:

• baseline vs end line (all beneficiaries)

• changes in dimension scores over time

• aggregating trends by age group, impairment type, gender, participant location

• those only accessing one type of services vs those accessing multiple services (baseline and end line)

Each participant’s responses will be individually coded to ensure confidentiality and no double entry into the ScoPeO matrix. Hardcopies of responses will be maintained and 20 will be randomly selected to ensure no duplication and accuracy of data entry.

3-6- Ethics

The methodology must respect the eight recommendations promoted by the organization:

o Guarantee the security of subjects, partners and teams

o Ensure a person or community-centered approach

o Obtain subjects’ free and informed consent

o Ensure referral mechanisms are in place

o Ensure the security of personal and/or sensitive data at all stages of the activity

o Plan and guarantee the use and sharing of information

o Ensure the expertise of the teams involved and the scientific validity of the activity

o Obtain authorization from the relevant authorities and organise an external review of the proposed study/research

3-7- Specific survey constraints

A monitoring committee is comprised of a member of implementing partner, a Regional MEAL Manager/Senior MEAL Officer (China), a technical specialist, an Operations Coordinator in China, will be involved in the validation of tools or findings.

3-8- Deliverables

The deliverables from the consultant include:

 Submit a inception report including details, data collection tools and work plan

 Data analysis of ScoPeO Endline survey

 The finalize report of ScoPeO Endline survey in English version.

The consultant accepts that HI may reproduce the methodological proposal and use the tools developed for data collection in other contexts or projects.

3-9- Work plan & budget

The consultancy will begin in November. The final report will be due to HI not later than 15th December 2022. The table below shows an indicative time table for the consultancy implementation.

Budget

The budget is determined by scope of work. The budget allocated to the evaluation as a whole package including consultant fee, transportation cost, accommodation and printing questionnaires as well as office material.

4-2- Expertise

• Mandatory:

– Relevant professional knowledge and experience in the area of livelihood, rehabilitation and disability;

– Proven and recognized experience and knowledge in methods of data collection, processing and analysis (quantitative and/or qualitative and/or secondary data) using excel

– Demonstrated analysis, synthesis and report writing capacity.

– Ability to train and manage data collection teams

– Knowledge of working languages (written & oral): Chinese and English

• Desired:

– Recommended experience in conducting studies with people with disabilities

– (Adaptation of tools and/or supporting communication media).

– Ability to work in collaboration with public and associative actors
