陕西省残障人士扶贫项目(PASI)招聘项目纪录片视频制作顾问
1. 项目背景
国际助残联盟(Handicap International/Humanity & Inclusion)，是一家致力于维护残障人士权益，助力残障人士融入社会的国际非政府组织。国际助残在贫困、冲突和灾难的环境中开展工作，提供人道主义援助。我们与残障人士和弱势群体一起工作，应对他们的基本需求，改善他们的生活条件，并促进对他们的尊严和基本权利的尊重。
国际助残于1998年进入中国开展项目。我们的目标是促进残障人士、特别是贫困和农村地区残障人士的社会经济融合。2019年国际助残中国项目与略阳县残联和洛南县残联合作，启动了 “陕西省残障人士扶贫” 项目。
国际助残现招聘一个咨询/媒体/视频团队来制作项目纪录片视频，用于提高项目影响力，并倡导支持残障人士减贫和融入社会的良好做法。
2. 服务内容
总体目标
通过开发项目成果视频，加强项目影响力，倡导残障人士扶贫和社会包容的良好实践。
具体目标
根据项目目标制作一个5分钟的纪录片视频，展示项目的主要活动及成果。
目标受众
残障人士及其家人、公众、决策者、从事残障人士工作的非政府组织/个人
角色和职责:
国际助残联盟:
• 国际助残将提供项目背景及相关数据，并将顾问介绍给项目相关方。
• 国际助残将提供部分项目活动视频和照片。
• 国际助残将保留在视频开发和定稿过程中要求进一步编辑及完善的权利。
• 视频的内容、脚本和最终完本须经国际助残确认。
顾问:
• 顾问将在充分征求国际助残项目工作人员、略阳和洛南县残联工作人员、残障人士及其家庭成员的意见后，开发视频的内容和脚本。
• 一旦内容和脚本通过国际助残确认，顾问将在10天内提供视频的第一版。
• 顾问拍摄视频，国际助残予以必要协助。
• 在视频制作过程中，顾问将根据国际助残的要求修改、编辑内容、脚本和视频。
3. 顾问要求
• 顾问应在传播方面有丰富的经验，特别是在电视广告或纪录片制作方面；
• 顾问应致力于社会发展，并积极促进公众的社会参与。
• 熟悉中国西北农村社区者优先。
• 有国际组织工作经验者优先。
4. 服务的时间和地点
开始日期:2022年11月20日
结束日期:2022年12月15日
顾问工作的时间: 顾问将于2022年11月20日至12月15日工作，总共25天。顾问将与国际助残、目标受众和合作伙伴召开拍摄启动会议。
地点 陕西省略阳县和洛南县。

Poverty Alleviation and Social Inclusion (PASI) for People with Disabilities in Sha’anxi Province, China
Recruiting consultant for developing a project documentary video clip
1. CONTEXT
Handicap International (HI), also known globally as Humanity & Inclusion, is an international non-government organization working to support the empowerment and inclusion of persons with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. We work alongside persons with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI has been working in China since 1998. Our objective is to promote the rights and socio-economic inclusion of persons with disabilities, especially in poor and rural areas. Since 2019, Handicap International China Office in collaboration with Lueyang Disabled Persons’ Federation (Lueyang DPF) and Luonan Disabled Persons’ Federation (Luonan DPF), launched the project “Poverty Alleviation and Social Inclusion (PASI) for People with disabilities in Shaanxi Province, China”.
HI is seeking a consultancy team or media or communications agency to develop a video that can be used to increase the project’s influence and advocate good practices in supporting poverty alleviation and social inclusion for persons with disabilities.
2. DESCRIPTION OF THE EXPECTED SERVICE
Overall objective
Through a video clip of project accomplishment, we hope to increase the project’s influence and advocate for good practices in poverty alleviation and social inclusion for persons with disabilities.
Specific objective
Produce a 5-minute documentaryvideo clip to demonstrate the project’s key activities and achievements in accordance with the project objectives.
Target audience
The video clip will be shared with persons with disabilities and their families, the general public, decision-makers and NGOs/individuals working with/for persons with disabilities.
Roles and responsibilities:
Handicap International:
• HI will provide background statistics, and will introduce the consultant to the relevant actors.
• HI will provide some activities videos and photos to consultant for reference.
• HI will reserve the right to request further editing as necessary during the video developing and finalising process.
• HI will validate the content, scripts and the final video.
The consultant:
• The consultant will develop the content and script of the video in fully consultating opinions from HI Project staff,DPF staff in Lueyang and Luonan, as well as persons with disabilities and their family members.
• Once the content and script are validated by HI, the consultant will present a first version of the video within 10 days
• The consultant will shoot videos with needed supports from HI.
• The consultant will revise, re-editng the content, scripts and the video during the process based on HI’s requirments.
3. CONSULTANT’S PROFILE
• The consultant should have significant experience in marketing and communications, specifically in the area of television advertisement or documentary filmmaking;
• The consultant should be committed to social development and motivated to promote social participation of people.
• Be familiar with rural community in North West China is preferred.
• Working with/for international organisations is a plus.
4. DURATION AND PLACE OF PERFORMANCE OF THE SERVICE
Start date: 20th November, 2022
End date: 15th December, 2022
Schedule and number of mission days to be worked by the consultant：
The consultant will work between 20th November and 15th December 2022, with a total number of 25 days. The consultant will have some initial meetings with HI, target audience and partners.
Place of performance
Lueyang county and Luonan county of Shaanxi Province.

6. REPORT/ DELIVERABLE
The script in Chinese should be submitted no later than 22nd November, 2022;
Development of 1st draft products should be submitted no later than 5th December, 2022;
Final product should be submitted on 15th December, 2022
7. CONTACT PERSON
During the performance of the service, the consultant will be required to work in liaison with Handicap International’s teams, and notably with Ms. Zhao Xinru, who will be his/her contact person.
