Location: Flexible UK/Dublin, Ireland Contract: Dependent on location Salary: £40,000 – £45,000/€ 42,000 – €49,000

Purpose of role

The Disability Inclusive Development (DID) programme started July 2018 and is a six year, £29.25m FCDO funded commercial contract managed by Sightsavers DID Fund Management Team (FMT). The DID programme is managed using a payment-by-results and New Engineering Contract (NEC3) contracting model.

The team are looking to bring onboard a new team member to help support with the implementation of the MEL strategy. A candidate with previous experience within monitoring evaluation and learning at international level is highly desired.

About the role of MEL Officer DID FMT

The Monitoring, Evaluation and Learning (MEL) Officer reports into the Monitoring, Evaluation and Learning (MEL) Manager. The role is highly varied, for example supporting the implementation of the DID programme’s monitoring, evidence, adaptation and learning strategy; providing technical support to consortium partners globally, collaborating on the harmonisation of existing MEL protocols, ensuring learning is generated and shared, assisting with start up and inception and close out processes. The MEL Officer will significantly contribute to the programme’s reporting responsibilities such as results framework contributions, quality assurance and consolidation of the DID programme’s evidence, and assessing KPIs.

Areas of accountability cover for example:

  • Managing the MEL requirements of a portfolio of DID projects
  • Travelling to programme countries to monitor and support the implementation of the MEL strategy
  • Providing technical support to consortium partners in MEL plans and requirements
  • Revising reporting tools and providing guidance as required
  • Ensuring quarterly and annual reporting measures are actioned across the portfolio
  • Working alongside consortium partners to resolve issues and concerns
  • Contribute and lead learning and governance groups, networks and events

Knowledge, skills and experience for MEL Officer DID FMT

Essential:

  • Tertiary degree in relevant area OR relevant professional experience within monitoring, evaluation and learning at international level
  • Considerable experience working within international development
  • Ability to manage multiple complex projects and meet deadlines
  • Seasoned in project management and programme monitoring and evaluation
  • Excellent communication and IT knowledge
  • Able to work independently and proactively
  • Current and ongoing right to work in the UK/Northern Ireland
  • Able to incentivise teams

Desirable:

  • Masters degree in relevant field

Interviews are likely to take place week commencing 14 November onwards. The interview process will be a two-stage process. The first stage will be a written task, following this successful candidates will then be invited to a virtual interview.
