CHIEF INFORMATION OFFICER, NORTH DAKOTA INFORMATION TECHNOLOGY

The North Dakota Information Technology (NDIT) team supports the information technology (IT) business needs of state government, counties, cities, K-12, and higher education. Over 250,000 North Dakotans depend on NDIT’s technology services daily. NDIT is a trusted business advisor to state agencies, with goals of providing a world-class government experience, securing all government-held data, and delivering the most efficient IT services in the country. NDIT focuses on solving problems and achieving business objectives through a holistic approach to people, process and technology.

NDIT has a $275 million operating budget, over $500 million in projects, and 479 FTEs under five teams: Customer Success, Data, Technology, Security, and Operations.

Summary of Work

The Chief Information Officer (CIO) of North Dakota Information Technology provides vision, leadership, and direction for information technology and oversees the management and administration of the agency’s distributed offices in North Dakota and remote workforce. The CIO is responsible for carrying out the day-to-day duties and responsibilities under general direction of the Governor and in accordance with governing statutes required by North Dakota Century Code Title 54-59. The CIO is a member of the Governor’s Cabinet.

This position is located in Bismarck, ND.

Responsibilities Include

Set the overall strategic vision and direction for theAgency; including leading efforts to operationalize the strategic plan in alignment with budget, prioritization of initiatives, and resource allocation.
Work to align, modernize, automate, digitize, and unify services across all customers served by NDIT.
Lead a large, diverse, high-performing team that delivers an innovative, citizen/customer focused experience in alignment with the state’s mission and values. Empower team members by sustaining an engaging work environment and harnessing growth opportunities to create a high-impact and accountable Agency.
Direct the development of the biennial budget in alignment with Agency strategy. Monitor spending and revenue streams.
Collaborate with the Governor’s Office on statewide digital, cyber and other IT priorities
Work with the Governor’s Office, legislature, and appropriate committees to drive standardization and modern system and data architecture.
Direct the legislative agenda and coordinate the legislative process in collaboration with the Governor’s Office. Monitor key legislation; prepare and present legislative testimony, as necessary.
Collaborate with businesses, organizations, legislators, state agencies, and other state and national entities to develop and advance the Agency’s programs and services.
Represent the Agency to internal and external public and private organizations by serving on committees and advisory boards to ensure consistency and alignment within the Agency’s programs.
Maintain compliance with applicable federal and/or state laws, regulations, and/or Agency rules, standards, and guidelines.
Serve?as a resource for other cabinet and state agencies.

 

Qualifications

Bachelor’s degree in business administration, public administration, computer science or related field. MBA preferred.
Minimum of ten years of related administrative and senior-management work experience in IT.

Strong executive management skills with executive-level composure and presence.
Track record of building a culture of innovation with large, diverse, high performing teams, system and strategic thinking and risk management.
Exceptional written and interpersonal communication skills.
Strong business acumen and advanced ability to think strategically including planning, organizing, leading, and guiding the agency on all aspects of budget, administration, and operations to deliver real solutions and capitalize on the agency mission.
Analytical prowess and the ability to make decisions having both immediate and long-term impact on the agency, citizens, and the state.
Fundamental knowledge of the legislative process and government operations.

 

Hiring salary range: $200,000-$250,000/annually
