INVITATION TO SUBMIT EXPRESSION OF INTEREST To conduct research relating to: Humanitarian Work & Advocacy (For Short listing of Consultants/ Companies

The Syrian NGO Alliance (SNA) is an alliance of Syrian civil society organisations mainly concerned with humanitarian affairs. SNA, based in Gaziantep/ Turkey, was established on April 2nd, 2014 and currently includes 23 of the most prominent Syrian non-governmental organizations. Through coordination and close cooperation between its members, the SNA advocates to strengthen the joint humanitarian work between Syrian NGOs working in the fields of relief, development, education, protection, health, water, and other vital humanitarian fields that touch the lives of hundreds of thousands of Syrians inside and outside Syria. This is done by coordinating efforts, resources, and expertise to provide support to the displaced and refugees inside Syria and in the neighboring countries, advocate for humanitarian issues and seek to change the policies that affect them and deliver a common voice to the humanitarian actors on the conditions of the Syrians and their main issues.

تحالف المنظمات السورية غير الحكومية (SNA) هو تحالف لمنظمات المجتمع المدني السوري المعنية بشكل رئيسي بالشؤون الإنسانية. تأسس التحالف (SNA) في 02 نيسان 2014، ومقره في مدينة غازي عنتاب التركية، ويضم حالياً 23 من أبرز المنظمات السورية غير الحكومية. من خلال التنسيق والتعاون بين أعضائه، يناصر التحالف لتعزيز العمل الإنساني المشترك بين المنظمات السورية غير الحكومية التي تعمل في مجالات الإغاثة والتنمية والتعليم والحماية والصحة والمياه وغيرها من المجالات الإنسانية الحيوية التي تلامس حياة مئات الآلاف من السوريين في داخل وخارج سورية. وذلك عبر تنسيق الجهود والموارد والخبرات بهدف تقديم الدعم للنازحين المهجّرين واللاجئين في داخل سوريا ودول الجوار، ومناصرة القضايا الإنسانية والسعي لتغيير السياسات التي تمسهم، وإيصال صوت مشترك للجهات الإنسانية الفاعلة حول أوضاع السوريين وقضاياهم الأساسية.

In the framework of building partnerships or contracting several research centers/consulting companies/individual advisors/human rights institutions to develop papers, studies, and projects related to advocacy for humanitarian operations in Syria, SNA invites Consultants/ Companies/ Service Providers/ Researchers to Expression of Interest (EoI) to cover the following topics, including but not limited to:

في إطار بناء شراكات أو التعاقد مع عدد من المراكز البحثية/ شركات استشارية/ افراد استشاريين/ مؤسسات حقوق إنسان لتطوير أوراق ودراسات ومشاريع مرتبطة بالمناصرة للعمليات الإنسانية في سوريا، يدعو التحالف المستشارين والشركات ومقدمي الخدمة والباحثين لإبداء الاهتمام (EoI) لتغطية المواضيع التالية وعلى سبيل المثال لا الحصر:

Humanitarian work and coordination mechanisms, humanitarian leadership and decision-making mechanisms, localization, building the capacity and leadership of Syrian Organizations for humanitarian action in Syria, protection of humanitarian workers, violations of human rights in Syria, and other topics that contribute to effective advocacy for the Syrian humanitarian cause.

العمل الإنساني وآليات التنسيق، القيادة الإنسانية وآليات صنع القرار، التوطين ، بناء قدرات المنظمات السورية وقيادتها للعمل الإنساني في سوريا ،حماية العاملين في القطاع الإنساني ، انتهاكات حقوق الانسان في سوريا، وغيرها من المواضيع التي تساهم في مناصرة فاعلة للقضية الإنسانية السورية.

​On the basis of the above information, SNA shall draw up the shortlist of Consultants/ Companies/Service Providers. Only short-listed Consultants/ Companies/Service Providers/ Researchers will be invited to submit technical and financial proposals.

SNA reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression at any time, without thereby incurring any liability to the affected Consultants/ Companies/ Service Providers/ Researchers.

بناء على المعلومات المذكورة أعلاه، سيقوم التحالف بدعوة قائمة مختصرة من الاستشاريين/ الشركات/ مقدمي الخدمات/ الباحثين لتقديم العروض التقنية والمالية.

لتحالف المنظمات السورية غير الحكومية الحق في قبول أو رفض أي إبداء اهتمام، أو إلغاء عملية الاختيار ورفض كل العروض في أي وقت ولا يتحمل أي مسؤولية اتجاه الاستشاريين/ الشركات/ مقدمي الخدمات/ الباحثين المهتمين.
