Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Following the invasion of Ukraine by the Russian Federation on 24 February 2022, the migratory movements from Ukraine towards its neighbouring countries came in a rapid, large wave until April, when flows reduced but continued at a stable rate. Since the start of the conflict, it is now estimated that 5 million people have already crossed into neighbouring countries, of whom more than 248,660 (presumed to be an underestimation) are Third Country Nationals (TCN), including individuals with temporary residence permits, international students, and irregular migrants originating from Sub-Saharan Africa, Central Asia, Middle East and North Africa, Asia and Latin America.

From 24 February to 13 September 2022, 608,806 persons have entered Moldova from Ukraine (556,701 Ukrainians and 52,105 TCNs) according to the Ministry of Interior and the Moldovan General Inspectorate of Border Police in coordination with the International Organization for Migration (IOM) Moldova . Of those, 80,787 persons, including 41,985 children currently remain in Moldova. Out of the total number of conflict-affected persons in Moldova, there are 75,843 Ukrainian refugees and 4,944 third-country nationals. Currently 80 temporary accommodation centres are set up across the country by the authorities to shelter those fleeing from Ukraine, 30 of which are located in the capital city of Chisinau. Although the majority of refugees reside within the hosting community (accounting for 95.5 per cent of the entire refugee population residing in Moldova), 3,951 refugees, which represent around 4.5 % of the total number of displaced present in the country, are placed in the above-mentioned accommodation centres. The rest are renting, staying in hotels, or with families in Moldovan communities.

Under the overall guidance of the Chief of Mission (CoM) and direct supervision of the Emergency Coordinator, the Project Officer (Displacement Tracking Matrix (DTM)) will lead the displacement tracking matrix team in Moldova, developing and delivering activities and projects for IOM Moldova’s data and analytics response.

Core Functions / Responsibilities:

  1. Support and coordinate operational workflows necessary for delivery of DTM activities within the context of the ongoing response in Moldova.
  2. Contribute to the development of the strategy for DTM in-country ensuring and tracking the relevance, timeliness, and effective circulation of products.
  3. Develop tools and processes as needed to deliver the agreed DTM activities.
  4. Effectively manage the DTM team, including recruitment and performance management of staff, and providing technical guidance and training, including to field coordinators and enumerators, including on Accountability to Affected Populations (AAP), Prevention of Sexual Exploitation and Abuse (PSEA).
  5. Assist in establishing and monitoring relevant data procedures as required.
  6. Review and, as appropriate, draft, collate and edit related information products, including datasets and reports.
  7. Represent IOM DTM in the inter-agency forums in particular the information management working group and ensure that IOM is visibly contributing to inter-agency efforts.
  8. Contribute to project development and management activities, internal and donor reporting, donor liaison and resource mobilization efforts, and team support and management as required, particularly in relation to DTM’s ongoing response in Moldova.
  9. Perform such other related duties as maybe assigned.

Required Qualifications and Experience:

Education

  • Master’s degree social sciences, political science, development, international relations or related field from an accredited academic institution with two years of relevant work experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience working in humanitarian settings;
  • Experience conducting primary data collection initiatives is critical for this position;
  • Experience in DTM implementation is highly advantageous;
  • Experience working in inter-agency environments and coordinating with partners is critical for this position.

Skills

  • Excellent communication skills.
  • Capable to share ideas and explain results to all levels of the Organization and stakeholders.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in Ukrainian, Romanian, and/or Russian is an advantage.
