Physical Medicine Rehabilitation Technical Consultant

World Education and the Ministry of Health (MoH), Government of Laos is seeking a highly skilled, qualified and motivated Physical Medicine Rehabilitation (PMR) Consultant

The objectives of the consultancy are to provide technical assistance to the MOH Rehabilitation Training Taskforce led by the Department of Healthcare and Rehabilitation (DHR), in close collaboration with University of and CMR and the Faculty of Medical Technology (FMT), to develop training curriculum and related training materials on rehabilitation medicine for pre-service and in-services doctors. Key objectives include:

  • Technically support the development of a 1-Year PMR curriculum and related training materials:
    • Research and provide technical documents from existing regional training programs on PMR for the Taskforce to develop the 1-year curriculum, related syllabus and training materials adapted to the Lao context.
    • Guide technical discussions and provide advice on PMR to support the Taskforce technical members to complete technical tasks related to development of curriculum, syllabus and training documents adapted to the Lao context.
    • Support the Taskforce to edit and finalize curriculum, syllabus and training documents as required.
  • Technically support the development of an in-service short course scholarship curriculum (3-month) and related training materials and support the delivery of training to district and provincial Doctors on essential rehabilitation medicine and assistive products.
    • Research and provide technical documents from regional University training programs on PMR for the Taskforce to develop the 3-month course scholarship in-service curriculum and related training materials adapted to the Lao context.
    • Guide technical discussions and provide advice on PMR to support the Taskforce to develop and contextualize to Laos of the 3-month short course curriculum and training documents.
    • In close collaboration with the training team, deliver training to district and provincial doctors to increase their knowledge and skills while also building the capacity of the Lao trainers through observation and co-facilitation.
    • Coach and supervise Lao trainers to deliver training to district and provincial doctors and provide regular feedback.
  • Support the Taskforce technical team to schedule, plan agendas, facilitate working sessions, and document discussions related to both 1-Year PMR curriculum and 3-month short course scholarship in-service curriculum.
  • Track and monitor the completion of tasks to the expected project timeline

Qualifications and key competencies:

  • Academic background as doctor with specialty in PMR.
  • Clinical experience in health facility and/ or private clinic conducting rehabilitation assessments, creating rehabilitation plans, prescribing, and providing rehabilitation interventions.
  • Knowledge on Lao context of rehabilitation within health system, and experience of training and coaching doctors on physical medicine rehabilitation preferred.
  • Excellent interpersonal and communication skills, and ability to work independently and report appropriately.
  • Good level of Thai and/ or Lao and English required, computer literate.

Reports to: Department of Healthcare and Rehabilitation (DHR) Director General and USAID Okard Chief of party (CoP), with the support of the Senior Technical Advisor and Training and Capacity Building Coordinator as required.

Location: University of Health Sciences (UHS), Vientiane Capital, with possible travel to XKH and SVK provinces, Lao PDR

Timeframe: October 2022 to March 2023
