1. Background
The World Intellectual Property Organization (WIPO) is a Specialized Agency of the United Nations. WIPO leads the development of a balanced and effective international intellectual property system that enables innovation and creativity for the benefit of all. WIPO provides a global forum for discussing intellectual property (IP) policy. It also provides services and information related to intellectual property.
WIPO’s Global Challenges Division supports the policy debate at the interface of IP and global health. To that effect, the Division engages substantively with Member States, intergovernmental organizations, the private sector and civil society to better inform pertinent policy deliberations. The Global Challenges Division develops and maintains practical tools to demonstrate the impact and benefits of IP at the intersection of major challenges facing humanity, including global health, climate change, and food security.
The Global Health Unit of the Global Challenges Division implements the global health components of WIPO’s Development Agenda. Its work is oriented towards strengthening WIPO’s position as the leading intergovernmental forum for addressing the intersection between IP and global public policy issues.
WIPO is committed to supporting its Member States to use IP to overcome challenges arising from COVID-19 containment measures, and to build a sustainable economic recovery following the pandemic.
WIPO’s Program of Work and Budget 2022/23 outlines a range of activities under WIPO’s COVID-19 Response Package. These activities require a ‘whole of WIPO approach’.
Under the COVID-19 Response Package, the Global Challenges Division works closely with WIPO’s COVID-19 Task Force and is responsible for the delivery of a number of COVID-19 related activities.
2. Objective of the assignment
The consultant works under the supervision of the Head of Global Health. The consultant conceives, designs, coordinates and executes those COVID-19 response related activities under the responsibility of the Global Challenges Division.
The incumbent will also support, as and when requested, the Trilateral Cooperation among WIPO, the World Health Organization (WHO) and the World Trade Organization (WTO).
3. Tasks & Deliverables
The consultant will perform the following tasks:
a) Conceive, design, coordinate and execute those COVID-19 response related activities under the responsibility of the Global Challenges Division. The consultant is expected to launch at least four of these activities by April 30, 2023;
b) Initiate, manage, consult and support coordination with relevant Divisions across WIPO to identify opportunities for efficient delivery of those COVID-19 Response related activities under the responsibility of the Global Challenges Division;
c) Support Trilateral Cooperation activities on issues related to the implementation of the COVID-19 Response Package, ensuring timely delivery of key project elements, maintaining current information on the web pages, supporting interaction with Member States, etc.;
d) Manage and support the Global Challenges Division’s proactive engagement on COVID-19 activities with Member States, international organizations, industry, NGOs and other stakeholders, including organizing capacity building webinars and seminars on COVID-19 topics related to IP;
e) Identify and support measures to strengthen institutional relations and build partnerships with entities working on COVID-19 within the context of the Global Health Unit’s work;
f) Prepare and submit, by the first Friday of each month, monthly reports to monitor the implementation during the preceding month, of those COVID-19 response related activities under the responsibility of the Global Challenges Division;
g) Other related tasks as required.
3. Reporting
The incumbent reports to the Head of the Global Health Unit, Global Challenges Division.
4. Profile
• Advanced university degree in a relevant field such as health, business administration, law, international relations, engineering, or other relevant discipline;
• At least 5 years of relevant professional experience;
• Demonstrated strong project management skills;
• Excellent understanding of intellectual property and its practical functioning in developing countries;
• Good knowledge of global health;
• Experience with stakeholder engagement;
• Practical knowledge of health-related challenges posed by the pandemic;
• Detail oriented;
• Excellent English communication skills, both written and oral;
• Excellent drafting skills
5. Duration of contract and payment
November 1, 2022, to December 15, 2023.
Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate).
