Organisational context

In close alignment with the United Nations Development Assistance Framework (UNDAF), the UNDP country programme provides strategic direction for its People, Planet and Prosperity pillars focusing on multi-dimensional poverty and inequalities; environmental sustainability, biodiversity conservation and climate change adaptation; transition to a green, inclusive and resilient economy; and improved governance. Gender equality and empowerment is a cross cutting theme across all pillars. In 2023, the Country Office (CO) intends to participate in UNDP’s corporate Gender Seal Certification process, which involves a rigorous and time-bound series of actions to be taken to mainstream gender into all aspects of the programming and operations of the Country Office. The Gender Seal Certification process requires a whole-of-office approach, including increasing gender equality ratings for portfolios and projects.

UNDP Cambodia needs to fill the position of a Gender Analyst in order to: support adequate impact of gender mainstreaming programming throughout the country programme; an enabling environment for institutional effectiveness to deliver gender-responsive and transformative results; as well as to assist the CO meet the expected benchmarks to receive the UNDP Gender Seal Certification.

Position Purpose

Under the overall guidance of the Resident Representative, and direct guidance and supervision of the Deputy Resident Representative, the Gender Analyst will support the strategic direction of the CO to ensure that gender equality is effectively mainstreamed within all projects and operational areas in line with UNDP standards and the criteria outlined in the UNDP Gender Seal Certification criteria. The position will support an increased gender focus of the current country programme (2019-2023), as well as the new country programme to be developed in 2022-2023, for maximum impact.

The Gender Analyst will work closely with all relevant colleagues within the UNDP CO and Members of the CO Gender Focal Team, in the identification, design, implementation, monitoring and evaluation of critical gender interventions for UNDP in Cambodia, while maintaining a strong contribution to resource mobilization. Additionally, the position will support the work of the UN Gender Theme Group (UN-GTG), which is currently co-chaired by UNDP. The position will also support engagement, networking and partnership building with national and international partners, including government, other UN agencies, civil society and non-governmental organizations, women’s organizations and networks, bilateral and multilateral development agencies, and private sector actors.

Key Duties and Accountabilities

1.) Coordinate and facilitate the Gender Seal Certification process

Example of Duties:

  • Contribute to development and implementation of a Gender Strategy and the annual Gender Action Plan for UNDP Cambodia, taking into consideration UNDP corporate recommendations as well as comparative good practices.
  • Support the CO Senior Management to build strong institutional commitment and leadership to implement UNDP’s Gender Seal certification criteria.
  • Coordinate and facilitate implementation and achievement of UNDP Cambodia’s Gender Seal certification.
  • Support the CO’s gender focus to be clearly articulated, communicated, and supported by all spheres of programming and operations.
  • Contribute to promoting a more gender balanced composition of the CO; with special focus on attracting, retaining, and promoting qualified candidates irrespective of gender in UNDP.

2.) Contribute to programme, portfolio and project design, and results-based management

Example of Duties:

  • Monitor and analyze political, economic, and social development trends and issues affecting gender equality in Cambodia, producing analytics, and informing a strategic response to opportunities and challenges within the context of UNDP’s programme, portfolios and projects.
  • Provide inputs to UNDP programming to ensure that a sound gender analysis informs programme, portfolio and project design and management. Identify strategic actions to be undertaken to improve the quality of implementation, support achievement of related results, and manage the effective application of the Gender Marker.
  • Identify opportunities and contribute to the conceptualization of strategic project interventions that respond to the interests and concerns of women, men and LGBTQ+, in line with UNDP’s country programme.
  • Provide advice on appropriate gender sensitive indicators across programme, portfolios and projects, and support colleagues in the monitoring and reporting of results/outputs and objectives against agreed indicators, in close collaboration with M&E and RBM focal points.
  • Work closely with UN Women, UNFPA and other UN agencies, as well as other development partners working in support of gender equality and women’s empowerment, to ensure complementarity and avoid duplication.

3.) Provide advocacy, partnership building and resource mobilization support

Example of Duties:

  • Support UNDP’s contributions to mechanisms and fora related to gender equality (e.g., UN Gender Theme Group (UN-GTG) which UNDP currently co-chairs, UNDAF Results Groups or equivalent, government coordination mechanisms, Development Partners working group).
  • Participate in and represent UNDP in activities to highlight key gender equality and women’s human rights issues, and advocate for integration of gender equality issues into the development agenda.
  • Support relationships with UNDP’s partners including other UN agencies, donors, government agencies, and NGOs, on matters related to the promotion of national commitments to gender equality with a view to ensuring strategic partnerships and strengthening collaboration.
  • Support CO’s communication and advocacy activities with a view to achieving broader recognition of UNDP’s contribution to gender equality results in Cambodia.
  • Initiate and coordinate strategic advocacy activities to maximize support of the UN system, government and civil society partners on gender equality in line with international commitments to CEDAW, gender targets of SDGs.
  • Identify, support and follow-up on strategic opportunities for resource mobilization for implementation of gender components of UNDP Cambodia’s portfolios and projects guided by the Gender Strategy across all programmatic interventions.
  • Build strong partnerships with development partners and donor agencies, including private sector, focusing on gender issues, to ensure coordination and alignment with national action plans and policies.

4.) Facilitates knowledge building and knowledge sharing as required by the organization

  • Ensure that all personnel are equipped to mainstream gender equality objectives/goals in their respective areas of work in programming and operations.
  • Organization and facilitation of trainings on gender equality, women’s empowerment, women’s issues, and gender dimensions of other thematic areas.
  • Support knowledge building and sharing at the country office on gender equality focusing on achievements, lessons learned, and methodologies utilized in gender equality implementation and mainstreaming.
  • Coordinate and contribute to CO gender related knowledge products and action plans.
  • Collate and document lessons learned and recommendations for policy dialogue, public advocacy and future programming, and organize dissemination of learning within the CO and with partners.
  • Monitor and report on the implementation of the CO Gender Equality Strategy and action plan.
  • Contribute to knowledge networks and communities of practice.
  • Monitor and document CO’s contribution to gender equality results for reporting and communication purposes.

Requirement

Education

  • Master’s Degree or equivalent Advanced Degree in gender studies, social sciences, behavioral studies, anthropology or other relevant field/areas.

Experience, Knowledge, and Skills

  • A minimum of two years of paid work experience related to gender equality, social inclusion, or human rights, preferably in relation to international development.
  • Practical experience in interacting and collaborating with a range of partners, such as marginalized/vulnerable community members, civil society organizations, government authorities at different levels, and/or private sector actors, is an advantage.
  • Strong analytical and structured writing skills.
  • Accuracy and professionalism in document production and editing.

Language requirements

  • Excellent writing, listening, and speaking skills in English.
