The Role

As a Senior Advisor in the Aviation Security Regulation team, you will be part of a small team focused on managing the security risks associated with the hundreds of thousands of personnel working in the UK aviation sector. The team provides experienced advice and analysis in support of regulatory functions and policy development in these areas, as well as delivering the National Security Vetting required for personnel in industry.

Reporting to the Head of the Recruitment and Vetting team, you will provide advice, analysis, and appraisal of regulatory measures relating to personnel security, recruitment standards, and the mitigation of insider vulnerability. Leading on the implementation of key projects in identifying areas for future change and collaborate closely with partners in industry and government over the implementation of those changes.

Although we have adopted a hybrid working model you will be required to work from the London office one day a week in agreement with your line manager and according to business needs.

Core Accountabilities:

  • Delivering into business as usual activity new National Security Vetting and criminal record check requirements, establishing standard operating procedures for new processes, ensuring robust reporting on the work being processed, and identifying potential improvements as this develops.
  • Leading on the liaison with industry partners over changes to UK National Security Vetting standards being developed by the Cabinet Office.
  • Identifying opportunities to improve aviation security regulations relating to personnel security, managing small and large projects to implement changes.
  • Deputising for the head of the Recruitment and Vetting team in their absence.
  • Understanding the current the threat and risk picture to identify potential vulnerabilities and mitigations.
  • Engaging with senior stakeholders in industry, typically at Security Manager level, and developing constructive relationships and detailed knowledge in order to understand operational impacts and nuances to help ensure that measures are effective, proportionate and sustainable.
  • Providing specialist technical advice to the Department for Transport (DfT) to inform UK government policy on personnel security measures in the aviation industry.
  • Completing risk and impact assessments to ensure full understanding of the efficiency and consequences of potential interventions.
  • Producing instructions for lawyers as a basis for drafting new or amended regulation.
  • Providing advice on the implementation and oversight of regulation, including support and guidance on interpretation, both to industry and other colleagues in the CAA and DfT.

About You

To be considered for the role you will be able to demonstrate:

  • A proven record as a well-organised, reliable and proactive self-starter, able to manage a complex programme of work and the timely delivery of specified outcomes effectively and to a high standard.
  • Interpersonal and other skills vital to building effective working relationships with stakeholders and to work well within a team.
  • The ability to communicate clearly, effectively, and authoritatively, both in writing and orally demonstrating an adaptable approach to explaining technical subjects at a level appropriate to the audience.
  • A proven track record in assimilating, interpreting and assessing complex information in developing and being able to articulate evidence-based policy options and advice.
  • The ability to attain and maintain the security vetting to at least SC level.
  • A sound understanding of Government and / or CAA policy-making and regulatory processes is desirable as is previous experience of security issues, risk management and / or counter terrorism principles, ideally in an aviation context.

There will be some opportunities to travel, primarily domestically within the UK but also potentially Europe and beyond.

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. We operate a hybrid working model, with regular working from home or other offices. Flexible working such as reduced or compressed hours will be considered. There will also be occasional visits to our Gatwick Office.
