EpiC Project Background
Funded by the U.S. Agency for International Development (USAID) and managed by FHI 360, the Meeting Targets and Epidemic Control (EpiC) Project is a global project with specific scopes of work in multiple countries related to HIV prevention, care, and treatment. In Thailand, EpiC focuses on interventions to reduce HIV transmission among men-who-have-sex-with-men (MSM), male sex workers (MSW), and transgender women (TGW) populations and to improve the quality of life of people living with HIV (PLHIV) in Thailand.
Required Services
EpiC Thailand managed by FHI 360 is seeking the support of an individual consultant to work with APCOM, EpiC Thailand implementing partner, on the specific tasks and deliverables laid out below.

About the Assignments
For APCOM, sustainability is a complex issue with multiple dimensions covering both supply and demand sides of the organisation. It is not simply about being able to obtain regular funding, though this ultimately is key to success. It encompasses good governance, reputation, appropriate strategy development, organisational capacity and the availability of robust data for showing results. Having a clear mission and inspiring vision are necessary, as are well-designed strategies to operationalize the mission and demonstrate outcomes.
In order to help support APCOM funding diversification, and strengthen its sustainability, we require the following consultancy:
Position Title : Membership Development Consultant
Contract Period : August 15 – September 15, 2022, inclusive
Reports to : Executive Director
Location : APCOM Secretariat, Bangkok, Thailand (or remote)
About the APCOM membership structure
Currently, APCOM has a lose membership structure, and we wish to bring our many, and diverse, financial and non-financial supporters across Asia and the Pacific, and beyond, into a more structured system. This is to ensure greater financial stability, potential growth by building up a base of more regular givers, and ensuring better and more effective channels of targeted communication with our supporters.
Membership Development Consultant
The consultant will, in close collaboration with and supervised by, the Executive Director, develop and implement a structure of APCOM’s membership, as well as membership guidelines for different types of memberships and tiers of payments. We envisage that members will include:
- individuals
- businesses
- foundations and philanthropy
- local, national, regional and international NGOs
- NGO networks, platforms and alliances
- Academic institutions
Duties and Responsibilities
- Stock take of APCOM’s current supporters, and development of supporter base in the last 3 years
- Undertake a gap analysis of profile of supporters, including geographical representation
- Undertake research and reach out to similar organizations in Asia and elsewhere on membership structures, and lessons learned
- Set target and goals for overall membership target in next 5 years, broken down by categories
- Develop membership retention strategies
- Develop membership guidelines for all categories, based on best practices and standards, including criteria and parameters for being a member, and any legal implications and other aspects

- Gaps and recommendations on issues of representation/ engagement at different levels;

KNOWLEDGE AND SKILLS REQUIREMENTS
Education:
- Bachelor Degree or equivalent in marketing, business
Experience, skills and knowledge required:
- Minimum 5 years of experience of working in a membership organizations/business
- Demonstrated professional experience in and/or with non-profit organizations, especially related to human rights, gender equality, and LGBTQI
- Experience in drafting clear guidelines
- Ability to work in a multi-cultural and international environment based on mutual respect and tolerance.
- Experience with fundraising and partnership development
- Excellent written and oral communication skills; fluency in English required.
- Proven organizational and task management skills, with appropriate attention to detail and ability to prioritize work among multiple competing demands, and under tight deadlines.
- Ability to manage multiple workflows at the same time.
- Team player, with a positive, enthusiastic and self-motivated attitude.

- The Consultant agrees to hold the prices in its offer firm for 30 days from the date specified for the receipt of offers, unless another time is specified in the addendum of the RFP.
