The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe. Global Communities is one of the partners of the YouLead program implemented by IESC.

The Youth Employment and Business Start-up (YouLead) Program is a seven year program that supports USAID’s goal to increase Entrepreneur Development of youth in Sri Lanka. YouLead! focuses on improving the quality of Technical and Vocational Education and Training (TVET) by enhancing learning experiences and strengthening the TVET environment in Sri Lanka to support youth with successful self-employment for Micro and Small and Medium Enterprises. YouLead has partnered with commercial banks, specialized banks and finance institutes to assist entrepreneurs for financial assistance.

YouLead engages volunteer and consultant experts with financial sector experience in Micro and Small and Medium Enterprises to conduct training for credit officers of the Financial Institutes to appraise youth business proposals focusing on cash flow of the project rather than collateral.

Purpose of the Assignment:

YouLead is seeking a qualified consultant to deliver trainings for Bank Officers to appraise entrepreneur applications on MSME/SME startup/ongoing business. Specifically, the Consultant will assist Partner Institution(s) in defining the role of SME Loan Officer in SME lending operations and ensure that the Credit Officers’ Program results in their better understanding of the portfolio quality impact on the financial performance of the bank and long-term benefits. She/He will also work with Partner Institution(s) Loan Officers to learn all steps in the credit process to ensure the participants’ performance in terms of portfolio volume and quality required by the bank, and to identify struggling business units and training them to mitigate business failures. It is expected that the program will also result in Loan Officers’ better understating of the position of the MSME/SME as borrowers of a commercial bank.

Deliverables:

Conduct trainings for bank officers to evaluate Micro/SME credit applications accentuating more with cash-flow of the project.
To identify struggling business units in advance and instructed them with adjusted cashflow of the business.
Learning evaluation and recommended improvements for the training sessions.
Submit IESC and Global communities reports as required.

Level of Commitment: 36 days

Qualifications

Master’s degree in a relevant field;
Expertise in the Micro and SME sector lending with minimum of 10 yrs. of banking experience; and
Experience in conducting similar trainings in the financial sector.
