The Global Road Safety Partnership (GRSP) (www.grsproadsafety.org) is a hosted programme of the IFRC and is a voluntary association of governments, businesses, and civil society organisations. Both the IFRC and GRSP are headquartered in Geneva, Switzerland. The GRSP has full time staff based in Geneva, Kuala Lumpur and Budapest and a cadre of globally based consultants. The aim of the GRSP’s work is to reduce death and serious injuries as a result of road crashes with a focus on low- and middle-income countries.

Purpose of the consultancy:

  • The consultant will strengthen the capabilities of police in identified countries or cities to enable them to efficiently, effectively and safely conduct road policing using global best practices.
  • Providing capacity building support, training and advice for road safety stakeholders involved in GRSP project work.

The consultant is expected to ensure that all work products (training delivery, technical documents, etc.) reflect globally recognised good practice in road policing and with the local road policing context, resourcing, and the political and social environment taken into account.

The key responsibilities of the consultant will include:

  • Monitoring and regularly sharing information about the social, political, legal and economic environments of the selected countries and/or cities, as they relate to road policing, in order to inform the provision of technical assistance within a locally relevant capacity building programme.
  • Preparing and delivering good practice workshops to all levels of police in road policing.
  • Coaching and mentoring police through on-site observation and follow-up discussions.
  • Providing written feedback, suggestions, and guidance to road policing agencies.
  • Conducting on-going assessments of road policing agencies in order to inform direction and focus of the capacity building programme and of the GRSP team.
  • Liaising with all levels of government and non-government organisations as required to engage in road policing activities.
  • Representing GRSP at relevant road safety-related meetings and events.
  • Working collaboratively with GRSP partners and key stakeholders to share information and ensure maximum programme impact.
  • Cooperation with GRSP/IFRC service providers, consultants and staff when making logistical arrangements for training, workshops, translation, travel and equipment procurement.
  • Completing regular reporting of country- and city-based activities as required.
