Procurement of services to support the financial management of the European Union funded and GANHRI implemented project: Capacity Building of National Human Rights Institutions - Phase 3 (NHRI.EU.3).
Background
The Global Alliance of National Human Rights Institutions (GANHRI) is the global network of National Human Rights Institutions (NHRIs), which are independent state bodies with a constitutional and/or legislative mandate to protect and promote human rights. To date, more than 100 NHRIs exist worldwide, 78 of them being in full compliance with the United Nations Paris Principles.

The project’s primary objective is to: Enhance the role of national human rights institutions (NHRIs) and their global and regional networks in promoting and protecting the human rights of all individuals, with further objectives being to:
Strengthen NHRI’s effectiveness to protect and promote human rights defenders and civic space; support and protect NHRIs when under threat in line with the 2018 Marrakech Declaration and follow-up frameworks.
Strengthen the accreditation process and support the work of the Sub-Committee on Accreditation (SCA). Support the establishment, strengthening and accreditation of NHRIs to be in compliance with the Paris Principles.
Enhance NHRIs’ effectiveness in identified thematic areas to advance sustainable development through human rights.
Continue strengthening GANHRI and the four regional networks, including their secretariats, to be able to better serve and support their member NHRIs.
The project is being implemented between 2022 and 2025.
Scope of Engagement
To support the financial management of the NHRI.EU.3 Phase 3 project through technical guidance and provision of tools. The Financial Management Service Provider is envisaged to provide support at numerous stages of the project life-cycle, commencing from August 2022.
The Service Provider will undertake the following key deliverables:
Preparation period: August – September 2022
Deliverable 1
Develop 5 Financial Monitoring Tools (FMTs) for all parties of the contract
Deliverable 2
Conduct an in-person 1.5-day workshop for GANHRI personnel (2 to 3) involved in the project, focussing on EU financial regulations, financial reporting, monitoring, coordination, etc1
Deliverable 3
Conduct a 1-day project start-up virtual workshop with GANHRI and project partners in which a range of matters concerning project financial management are discussed, including coordination systems, EU financial regulations, financial reporting, etc.
Deliverable 4
Provide continuous support to GANHRI and project implementing partners on EC regulations on the terms set out in the Agreement as well as financial reporting, usage of FMT, etc.
Deliverable 5
End of year report – financial reporting preparations: Conduct 2 x 1-day virtual workshops with GANHRI and project partners (Dates: January, 2023; January 2024; January 2025)
Deliverable 6
End of year report – financial reporting debriefs. Conduct a 2 x 1-day virtual workshop with GANHRI and project partners (Dates: June, 2023; June 2024)
