HI in the Philippines has been operational since 1985 and is one of the key organizations in the disability sector in the country.
An operational strategy for the Philippines and Indonesia was developed from 2020-to 2023 which aims to foster meaningful participation of people at risk of exclusion towards the improvement of their safety, resilience, and quality of life and will focus on the following areas:
- Employment & Livelihood Support vulnerable peoples’ access to sustainable and resilient livelihoods;
- Protection & Risk Reduction-save lives, reduce risks, and boost the resilience of vulnerable people and communities;
- Health & Prevention-Promote health and well-being of vulnerable people of all ages, and prevent disabilities.
HI has been present in all major disasters in the Philippines in the past 18 years and implementing a vast range of humanitarian assistance ranging from providing WASH, shelter, cash and livelihood, protection, health and rehabilitation services, disability and vulnerability focal point (DVFP) approaches, referral services. Inclusion of vulnerable persons is cross-cutting in all emergency projects of HI through the formation of an Age and Disability Task Force (ADTF) whose main objective is to advocate and ensure the inclusion of vulnerable persons including children, older persons, women, and persons with disabilities in humanitarian assistance
The technical specialist is the sole specialist covering the pillar 3 of the operational strategy
Line Manager: Philippines Technical Unit Manager
Duty Station: Philippines Head Office (Makati City, Philippines), with travels to sites in the Philippines and could be deployed in any implementation areas affected by an emergency
Duration: 12 months
Missions / responsibilities
Under the responsibility of the Technical Unit Manager (TUM) of the Philippines, the field technical specialist contributes to the implementation of the mandate and the 3-year strategy of Humanity & Inclusion Philippines. S/he ensures optimal quality and impact of the projects under rehabilitation and ECCD implemented in the program, through a delegation system with appropriate control mechanisms. S/he shares with all HI managers and project technical team the responsibility of sound technical management and successful functioning of the global organization, through paradigm changes.
Mission 1: Expertise & Project Support
1.1 Contributes to the HI strategies (operational and technical) in line with the HQ and technical global strategies
1.2 Ensures technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope
- Provides adequate technical guidance, advice, and support to Project Managers and project technical officers in line with strategies, standards, and mandatory transversal approaches
- Develop and facilitate technical training
- Ensures adequate support to multi-sector responses within projects
- Provide support to project team in the development of Project Implementation Plan/Activity planning using PM Box, Monitoring & Evaluation Plan, databases, etc..
- Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope
- Contributes to recruitment and induction under his/her sectoral scope
1.3 Ensures technical learning from projects
- Contribute to projects’ capitalization and ensure technical learning from projects
- Collect, document, and disseminate best practices and support project managers and project technical officers in the planning and implementation of capitalization
1.4 Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the programs under his/her scope
- Ensure regular technical quality control of projects and programs and issue warnings and recommendations in the event of a significant difference between what has been programmed and realized.
- Monitor the implementation of audit recommendations, if applicable
1.5 Ensures compliance of the technical proposition with nexus stakes
- Ensure technical coherence of the approach and methodology on all the components of the PIN projects in /her sectoral scope
1.6 Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial scope
- Suggest and steer technical innovation projects
- Identify the priorities of Research and Studies and steer R&S
- Identify local/National organizations for long-term and meaningful partnerships
1.7 Contributes to the Technical Divisions professional channel animation
- Contribute to the global animation of the professional channels under his/her sectorial scope coming from the Technical Divisions (community of practice…)
- Animate a local talent pool in his/her sectorial scope (carry out technical interviews of candidates and produce recommendations, identify needs regarding training and capacity building)
Mission 2: Influence
2.1 Contribute to the local external prestige and influence of HI’s expertise in his/her sectorial scope
- Represent the technical expertise of HI throughout the local relevant networks, working group, cluster, and taskforce
- Contribute to advocacy on specific themes in line with the global advocacy priorities
- Contribute to internal and external communication messages and tools
- Attend and represent HI at events and conferences
Mission 3: Business Development
3.1 Ensure the development of major opportunities or new projects in the program under his sectorial scope
- Contributes to the context analysis, design and writing of new projects in the program and when asked in other countries within the Geographic Division
- Identify & transform major opportunities in the program
- Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the program
- Identify & develop local partnerships and/or consortiums with I/NGOs, CSOs, governments, and Institutions, on technical priorities or important topics in the program
- Identify new donors and funding opportunities under his/her technical scope in collaboration with PIN/Global technical specialist and senior management team
PROFILE:
Qualification(s):
- Bachelor or master’s degree in physiotherapy, occupational therapy, or relative rehabilitation and ECD health-relevant background
- Certification in project management or project cycle management is an asset
- Excellent in spoken and written English, Filipino
- At least 5 years of relevant experience in rehabilitation/ ECCD technical support
- Demonstrated proficiency in rehabilitation and ECCD, and child-centered approaches
- Experience in providing technical support during the design, implementation, and closure of projects
- Experience in project management
- Previous experiences in emergency response in the humanitarian sector is an asset
- Previous experience with NGOs is an asset
- Experience in managing training or building training module is an asset
Skills (knowledge, abilities required for the position)
- Proven ability to build partners’ and donors’ relations
- Proven leadership and interpersonal skills to motivate teams and stakeholders, to advocate and build networks.
- Excellent communication and reporting skills
- Knowledge of the international humanitarian standards and framework and the national humanitarian UN coordination system is an asset
- Demonstrated strong organizational skills such as the ability to handle responsibility, take initiatives, prioritize work and respond effectively to multiple urgent issues while maintaining attention to detail and quality;
- Ability to work under pressure, as part of a team or independently, and meet deadlines consistently
- Teamwork spirit and responsiveness;
- Proven track record or highly proficient skills in technical /report writing
- Proficient in using computer programs (Word, Excel, PowerPoint, Publisher, etc.)

In determining salary for this position, HI Philippines-Indonesia applies its salary grading process, taking into consideration the job description and applicant’s previous work experience and the organization’s salary grid.
