Context:

Under the overall supervision of the Deputy Director General on Management and Reform and direct supervision of the Chief Medical Officer of the Occupational Health Units, the Medical Officer will support the Chief Medical Officer in implementing the Occupational Health and

Safety Strategy in HQ, Regional and Country Offices in line with High Level Committee on Management (HLCM) recommendations, to limit risks and concerns that could jeopardize the business continuity and affect the health and wellbeing of employees.

Core Functions / Responsibilities:

  1. Assist the Chief Medical Officer in developing guidance for Managers and for IOM Employeeson occupational health and safety; proceed to literature review; prepare surveys and draft occupational health and safety proposals, campaigns to limit the impact of risks.
  2. Supervise the implementation of Occupational Health and Safety in Missions

i. Proceed to carry out Health Risk Assessments (HRA) of operational environments, offices, compounds and of healthcare facilities for employees and their dependents. Identify possible partnership with local service providers of interest (UN clinic, UN sub-contracted service provider or Private health structure). Review local CASEVAC and MEDEVAC plans and facilities with the Regional and Country Offices Security Officers and HR Focal Point.

ii. Prepare detailed full detailed HRA reports, propose mitigation measures and ensure that identified actions are implemented by the Country Offices to improve healthcare delivery. Identify key indicators and measure improvement over time.

iii. Provide Country Offices with OHU educational material on staff ‘s health (ergonomics; prevention of infectious diseases) and safety (in office, in guesthouse/compound and related to road accident) as needed.

iv. Train Country Offices OHS Focal Points to proceed to regular simplified HRA and ensure they are reviewed overtime; keep a register of all HRA done by Focal Points, OHU doctors and UNMD colleagues.

v. Communicate clearly with OHS Focal Points, staff association representative and senior managers in Country Offices about objectives, means and results achieved and those that need improvement.

3. Assist the OHU Chief Medical Officer with the management of occupational and safety incidents:

i. Preview the medical cases allowing for the classification under occupational incident or malicious act, ensuring that all supportive evidence is provided to the OHU Chief Medical Officer for final recommendation.

ii. Assess the residual impairment or disability present within the official timeframes allocated and submit to OHU Chief Medical Officer for final assessment.

iii. Compile data on occupational incidents, malicious acts; analyse trends and propose mitigation measures.

iv. Provide training and presentations to Missions on occupational incidents preventative measures.

v. Maintain a journal of lessons learned from IOM occupational incidents.

4. Participate to the OHU “on call doctors duty” for management of medical emergencies

i. In coordination with the local examining physician, assess the overall situation, including local health facilities limitations and transportability of the person.

ii. Help administer the hospitalization and/or the medical evacuation of employees or insurance participants in accordance with IOM’s insurances and when applicable, with the Medical Officer of the MEDEVAC service provider.

iii. Proceed to the medical follow up of MEDEVAC evacuees by helping administer the return to home country.

5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Post graduate qualification in Occupational Safety from an accredited academic institution with seven years of relevant professional experience; or in the domain of Occupational Safety or Public Health is required if the applicant does not have a post graduate qualification; or
  • University degree that qualifies for registration as a licensed medical practitioner and current unrestricted registration with a medical licensing authority with nine years of professional experience.
  • Emergency training (Pre-hospital Trauma Life Support, MIMMS or equivalent) an asset.

Experience

  • Minimum seven years of relevant professional experience as a licensed medical practitioner;
  • Experience working as a physician in an international multi-cultural environment is required;
  • Work experience related to humanitarian crisis or in hardship locations an asset.

Skills

Broad knowledge of occupational safety: prevention of occupational incidents, data analysis, ability to recognize and evaluate impairment related to occupational incidents.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
