Context:

Nature of Consultancy: Providing support to the Innovation and Knowledge Management unit in the Department of Policy and Research by completing mapping/assessment of existing knowledge management initiatives and projects in IOM and development of an institutional knowledge management strategy.

Project Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. In September 2016, IOM became a related agency of the United Nations (UN), thereby becoming the UN Migration Agency. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services to migrants and advice to governments, including in the development of coherent and rights-based migration policies and mainstreaming migration into the development agenda. In this regard, and in the context of the UN Network on Migration, an important responsibility of IOM is the provision of support and advice to governments on the implementation, follow-up and review of the Global Compact for Safe, Orderly and Regular Migration (GCM).

IOM Member States have called for IOM’s knowledge management capacity to be strengthened, including in the recent MOPAN evaluation. IOM has identified Knowledge Management (KM) as a key area of institutional investment in its Strategic Vision for 2019-2023. IOM clearly affirms its ambition to use KM to strengthen policy capacity, programmatic results and operational expertise by gathering and managing knowledge and information on policy trends and developments, lessons learned from project implementation and the collection of key data. Knowledge management is therefore a key enabler to enhance organizational effectiveness, results-based management, and a culture of institutional learning. The restructuring of IOM Headquarters and the creation of an Innovation and Knowledge Management (IKM) unit in the Department of Policy and Research is an attestation of this institutional vision.

Under the direct supervision of the Head of Innovation and Knowledge Management Unit, and overall supervision of the Director of the Department of Policy and Research, the consultant will develop a mapping and assessment of IOM’s existing knowledge management (KM) approaches, good practices, tools and resources to understand the current state of play of KM in the organization. The assessment will look at the KM methods utilized by HQ, ROs and COs to suggest good practices, capacities gaps and possible improvements of the workflow. The mapping and the organization wide consultations that will be organized will inform the development of an organization wide knowledge management strategy.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  • Complete a comprehensive report including detailed information/mapping of key KM initiatives, practices and tools developed and used by IOM offices at Headquarters, Regional Office and Country Office levels, identifying key information, including but not limited to the following:
  1. Is there a knowledge management approach in this CO/RO division? If so, what is it? Is there a strategy, action plan, and written approach or is it more fluid and iterative? b. what type of knowledge is captured by IOM or by the CO/RO division;
  2. how is the knowledge managed and stored (internal and external feedbacks loops);
  3. who is involved in the management of the knowledge;
  4. who is the target audience – who uses the information and how;
  5. what type of communication mechanisms are used to reach internal and external audience?
  6. Are there any capacities gaps that need to be strenghtened?
  7. How is the use of knowledge and results of KM activities measured, if at all?
  8. what is the impact of the use of knowledge (does it inform new programming, decision making processes, learning, innovation, better effectiveness, efficiency and sustainability etc.?)
  9. what systems are used during the knowledge management process and are they adequate;
  10. challenges and opportunities for improvement.
  • Development of a methodology to articulate an institutional Knowledge Management strategy for the organization.
  • Conduct an organization wide consultation to develop the strategy, aligning it to ongoing institutional strategic frameworks and priorities such as the Strategic Vision, the Strategic Result Framework, Policy Coordination Committee priorities and taking into consideration regional KM strategies/frameworks and UN system-wide KM work;
  • Development of a five year an institutional Knowledge Management strategy with an implementation and monitoring plan;
  • Mapping donors, private sector actors, Civil Society Organizations, academia, migrants groups and relevant stakeholders’ and partners’ (National and local governments, UN agencies etc.) key priorities in knowledge management and innovation and define a plan to involve them during the KM’s strategy consultations;
  • Provide recommendations for KM initiatives and programming (priorities and projects) for Year1 and Year 2 of the IKM Unit;
  • Identify KM-related trends in the UN system and provide analysis and recommendation for IOM’s path forward;
  • Identify recommendations for enhancements of the Migration Policy Repository (MPR) and the Policy exchange and learning on Migration (POEM) platform to support the IKM unit’s KM work and the implementation of the KM strategy;
  • Participation to the innovation and knowledge management Working Group as appropriate and technical support to specific KM issues ensured (i.e. presentation of KM assessment and global KM strategy, alignment of KM to the project management cycle, contribution to discussion on taxonomy and categorization);
  • Perform other duties as assigned.

Tangible and measurable outputs of the work assignment

  • Completed interviews with all key stakeholders including leads in the regional KM hubs or units;
  • Conduct a design thinking workshop to enable the development of a global KM strategy framework;
  • Provided key recommendations for future priorities and programming of the IKM’s Unit;
  • Develop an assessment/mapping of existing KM tools and practices;
  • Develop a mapping of donors, private sectors, CSOs, academia, migrants groups and relevant stakeholders key priorities in knowledge management and innovation and define a plan to involve them during the KM’s strategy consultations;
  • Development of a five year Global Knowledge Management strategy with an implementation and monitoring plan;
  • Identify recommendation for enhancements of the POEM platform in a view to share more KMand innovation initiatives and content.

Delivery dates and details as to how the work must be delivered

Deliverable Timelines and Milestones (days counted as calendar dates)

  • 10 days: detailed work plan submitted;
  • 60 days: interviews with ROs, key stakeholders and relevant data collection completed;
  • 75 days: outline of the report and assessment on KM mapping submitted and design thinking workshop conducted with key stakeholders;
  • 80 days: first draft of the KM mapping and assessment submitted ; identified recommendation for enhancements of the POEM platform to share more KM and innovation initiatives and content;
  • 90 days: additional interviews and follow up information collected and first draft of the global KM strategy;
  • 100 days: final report of the KM mapping and assessment submitted
  • 120 final draft of the institutional KM strategy, implementation and monitoring plan submitted;
  • 130 days: DPR presentation completed; validation workshop held with key stakeholders;
  • 130-150 days: final validation process held and completed.

Performance indicators for evaluation of results

  • Satisfactory completion of tasks indicated in these ToRs;
  • Quality of the elaborated analysis;
  • Adequate and prompt provision of the technical inputs;
  • Timely delivery of drafts and deliverables as indicated in these Terms of References;
  • Periodic and regular updates on the progress of the policy repository review provided to IOM;
  • Level of adherence to the objectives;
  • Compliance with the IOM Data Protection Principles; IOM Guidelines on Research ReportWriting; IOM House Style Manual; and IOM Spelling List;
  • Delivery of any other tasks indicated above.

Required Qualifications and Experience:

Education, experience and/or skills required

  • Master’s Degree in Political Science, International Relations, Social Sciences, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University Degree in above fields with seven years’ relevant professional experience.

Experience

  • Demonstrated experience in knowledge management, especially in the area of strategic planning. Experience in innovation and innovative programming is an added value;
  • Proven analytical, project management and organizational skills, including the ability to prioritize and manage simultaneous critical tasks;
  • Experience supporting and working with cross-functional teams in a dynamic environment;
  • Proven ability to collect and use knowledge and provide support to partners to contribute to knowledge management and learning strategies;
  • Familiarity with impact evaluations and/or systematic reviews is desirable;
  • Strategic thinking, particularly regarding policy development and coordination;
  • Experience in design thinking methodology;
  • Good understanding of migration issues, trends and policies is an added value;
  • Excellent communication skills, especially in a multilingual setting; advanced writing skills particularly important;
  • Proven ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds;
  • High sense of responsibility and motivation;
  • Maturity of judgement to ensure the appropriate management of sensitive issues;
  • Demonstrated IT proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint;
  • Knowledge of graphic design and multimedia communication tools an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
