Hand in Hand Eastern Africa

  1. Introduction

Hand in Hand Eastern Africa (HiH EA) is a registered Non-Governmental Organization (NGO) in Kenya with a mandate to operate within the Eastern Africa region. It is a member of the Hand in Hand Global Network that comprises affiliated organizations that mutually pursue the shared goal of poverty alleviation by supporting poorer communities to create sustainable jobs and enterprises.

Hand in Hand Eastern Africa’s “On the Farm and Beyond: Building Capacities for Regenerative Agriculture” Project is being implemented in Busia and Bomet counties of Kenya from October 2020 to September 2023. This 3-year project aims to leave HiH EA with an enhanced enterprise model which consistently safeguards environmental integrity in addition to improving incomes. Our success will lie in having the expertise to tailor regenerative practices to our members regardless of where they are located, and in helping communities to build healthy circular economies. Specifically, we will also have an expanded network of like-minded partners to leverage for systemic change, and the ability to support effective grassroots advocacy. Together, these achievements will make us exceptionally well positioned to replicate and scale our enhanced approach across Kenya.

  1. Scope of Work

To successfully realize our core objectives, it is imperative we have a clear understanding of the gender and policy issues to inform advocacy on the uptake and implementation of the Circular Economy and Regenerative Agriculture (CERA) in Busia and Bomet Counties in Kenya. Specifically, we require;

  1. A thorough policy analysis into any existing policies supporting CERA, assessing the effectiveness and implementation of such policies, assign the pros and cons of any existing CERA policies.
  2. Identification of gaps and opportunities for advocacy as well as documentation of any good practices being undertaken that promote the use of CERA among others.
  3. A thorough analysis of not only the legislation and policies in the two focus counties but also to include a national analysis of any policies or legislation surrounding advocacy for CERA.
  4. With a bias towards women whereby all our projects target at least 80% women, gender is a high priority issue and thus a thorough gender analysis is required. Women can be key drivers of change, as consumers and as decision-makers, in both the public and private sectors and thus integrating gender equality is essential for the successful implementation of a project[1] especially one on CERA.

It is for these reasons HiH EA seeks to engage a consultant to undertake a situational analysis on the gender as well as the advocacy issues surrounding the practice of CERA in the two counties. This analysis will inform HiH EA’s gender and advocacy interventions.

  1. Methodology

The situational analysis will target both the project members (women and men) as well as key stakeholders in the agricultural and the environment sectors (field of CERA) in the two counties and will employ the mixed methods technique. This will ensure that data collected is well corroborated and triangulated for increased quality and reliability.

Key Informant Interviews (KIIs) and Focused Group Discussion (FGDs) shall be utilized. KIIs will target key government officials drawn from both the county and National governments departments such as those of gender and agriculture; non state actors, project staff and selected members. FGDs will be used to generate discussions among select targeted project beneficiaries.
