GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF-OCBA is one of those directorates.

The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 4 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Chain Department.

GENERAL OBJECTIVE AND JOB ENVIROMENT

Within MSF-OCBA, the vast majority of the direct spend (Medical and Logistical items) is being procured through the Procurement Department of MSF Logistique (Supply Centre based in Bordeaux, France). In March 2018, a Procurement Desk has been created to focus on the headquarters (HQ) located in Barcelona, Spain. The team composing the Desk is made of one Procurement Coordinator and two Procurement Officers. Both officers are in charge of ICT equipment ordered by the field, Logistics & Facilities purchases, shipment and import/export procedures from HQ, whilst the Referent is mostly in charge of the HQ indirect spend.

For the Procurement Desk, we are looking for a new Strategic Buyer for Indirect spend based in the HQ of MSF-OCBA in Barcelona. The total annual spend at HQ amounts to approximately €15 million. Main procurement categories to procure are ICT, Fundraising, Communication, Finance, Facility management, Consultancy, Logistical and Medical services, HR, etc.

The Strategic Buyer is hierarchically and functionally reporting to the Procurement Coordinator. The main objective of the position is to optimize procurement for HQ, collaborating with requesting Departments regarding their needs, market assessments, tenders and procurement decision taking. Additionally, he/she gives guidance to missions (upon demand) regarding topics of procurement, as well as functional input to procurement procedures for MSF-OCBA.

At the MSF movement level, the MSPP (MSF Strategic Procurement Program) is having the ambition to develop, structure and organize the procurement function globally to leverage the value brought by procurement function to the organization. Taking the lead and contributing to international MSF-wide source-to-purchase projects will be part of the responsibility.

MAIN RESPONSIBILITIES AND TASKS

1. Procurement for HQ:

  • Define, create & implement procurement procedures, templates, and strategy for MSF-OCBA HQ providing support to the Procurement Coordinator (to be validated by Head of Facilities and Head of Supply Chain).
  • Monitor and review with the Procurement Coordinator processes, procedures, and templates up to date.
  • Contribute to the implementation of Procurement Best Practices and provide support to ensure compliance with the procurement processes & procedures in place.
  • Analyse the indirect spend in scope, categorize, identify improvement potential and define opportunities.
  • Connect with the relevant stakeholders to define their needs and present opportunities. Follow up on budget and project portfolio on a regular basis. Under the supervision of the Procurement Coordinator, prepare and update the procurement planning with selected Departments/Units.
  • Promote and participate in HQ tenders. • Work closely with P&IT.
  • Take the lead in the supplier selection process, drawing up RFx and analysing the offers.
  • Negotiate and renew existing contracts.
  • Closely collaborate with Legal Department during the reviewing process.
  • Review HQ suppliers’ contracts and propose improvement areas.
  • Provide project management and expert input regarding tenders for HQ needs and for the field regarding IT/Telecom equipment needs, in collaboration with functional/technical Departments & SMEs.
  • Responsible for the supplier relationship along the entire procurement process.
  • Actively search providers and institutions.
  • Negotiate services requirements.
  • Organize Business Review Meetings and striving for continuous improvement.
  • Follow-up HQ supplier relationship.
  • Analyse the market, follow up trends, bring market intelligence and innovations to MSF-OCBA for the relevant categories.
  • Accountable for supplier risk management related to the cases falling under his/her responsibility (under the direct supervision of the Procurement Coordinator).
  • Contribute to international procurement projects (linked or not to the MSPP), depending on priorities defined with the Procurement Coordinator.
  • Support the Category Managers of the MSPP (ICT, Travel, Partner Sections, etc…) by connecting them to the relevant stakeholders within MSF-OCBA. Participate in MSPP working groups on tools, templates, way of working, sustainability, etc., under the supervision of the Procurement Coordinator.
  • Prepare reports with summary of activities and propose improvements.

2. Support related to procurement in the field (when necessary/required, according to the priorities defined by the Procurement Coordinator):

  • Provide support to the Procurement Coordinator on giving functional input to the procurement procedures and strategy for MSF-OCBA missions (e.g. local purchases).
  • Provide procurement support & training to missions and operational cells.
  • Participate and contribute to provide input to improvement efforts and projects in the MSF-OCBA supply chain.

SELECTION CRITERIA

Education

  • Master’s degree in International Business, Supply Chain or Procurement.

Experience

  • Minimum 3 years of procurement experience is required.
  • Knowledge of indirect purchases (services, IT, etc…) is required.
  • Affinity with legal terminology and contract negotiation is required.
  • Experience with change and project management is desirable.
  • Experience in working in a complex environment managing multiple stakeholders across different entities/departments is desirable.
  • Affinity with the humanitarian aid sector/MSF is desirable.

Languages

  • Spanish essential – speaking and writing.
  • English essential – speaking and writing.
  • French is an asset.

Technical competencies

  • MS Office Suite – Mastery in Word, PowerPoint.

CONDITIONS

  • Position based in Barcelona, at the MSF-OCBA headquarters with limited need to travel to missions.
  • Full time job.
  • Contract duration: permanent contract – minimum commitment of 3 years.
  • Annual gross salary: 3A HQ € (12 months payments) + secondary benefits based on OCBA Reward Policy.
  • Starting date: immediately.
