Position: Learning Manager for the YouthLed Leadership Program**
Program: Youth Leadership for Democracy (YouthLed)
Reports to: Program Officer, YouthLed
A. Project Background
The Youth Leadership for Democracy (YouthLed) is a five-year program being implemented by The Asia Foundation (TAF) and funded by the United States Agency for International Development (USAID). YouthLed aims to increase and improve civic engagement through its three main components: leadership development, coalition-building, and civic education & engagement activities in contexts that are relevant to the youth, while supporting their meaningful participation in democratic governance. The results of these components will contribute to strengthening democratic governance goal of the USAID Philippines’ Country Development Cooperation Strategy (CDCS).
In line with the vision of empowering Filipino Youth, a portfolio of learning modules that aims to increase the leadership capacity of the youth will be developed and delivered to the youth engaged by YouthLed. These modules will be a part of the capacity development efforts of the program that is provided to strengthen the youth’s participation in Philippine democracy via their organizational or coalition activities.
B. Rationale
The YouthLed team is looking to engage a consultant to develop learning modules and oversee the initial delivery of said modules to emerging youth leaders in the Philippines. The consultant will work on the conceptual framework developed by the YouthLed team and synergize the inputs from the various stakeholders of the leadership program (i.e., the YouthLed team, youth groups from 12 areas nationwide, and training partners of YouthLed). The modules are intended to be portfolios of learning sessions that can be used in different capacity building initiatives of YouthLed.
C. Job functions
The role will largely support YL team in the following key tasks:

Development of the learning modules

Coordinate with different stakeholders involved in the YouthLed leadership program

Monitor the initial run of the modules

Provide feedback for improvement of the modules

Present a final report on the project
Key output includes:

Leadership Program Development Plan

Compilation of the Design, Learning module, and Training Guide

D. Requirements
Experience
· Has good experience in learning program design and implementation
· Has background in monitoring and evaluation of learning programs
· Ability to coordinate multiple stakeholders towards a common goal
· Strong writing and presentation skills
· Strong program development and management skills, with proven background in problem solving
· Solid knowledge and familiarity of youth sector, democracy initiatives, youth coalitions, local and national government agencies, business industry, civic education, and civil society.
Education
· Degree in the field of social science, development communication, public administration, economics, or other relevant fields.
Other
· Ability to work constructively with persons of diverse religious, cultural, and social backgrounds.
· Ability to work impartially with sectors involved in youth development.
· Must have a strong track record of working independently and in a diverse team environment.
· Strong attention to details and ability to multi-task, highly organized and efficient;
· Superior spoken English, writing skills, time management, and organizational skills;
· Basic knowledge in spoken and written regional language such as Cebuano, Hiligaynon, Ilocano, Bicol, and/or other Philippine languages is an advantage:
· Excellent capacity to handle confidential information.
· Proficiency in MS Office applications especially Excel, Word, and PowerPoint.
· Proficiency in GSuite applications especially Sheets, Docs, and Slides.
· Familiarity in using online collaborative processes (Cloud documentation, Sharing working documents)
· Knowledge of the programs and operations of The Asia Foundation, USAID or similar international development organizations is helpful.
E. Duration
The consultancy is expected to run for three (5) months from May 16, 2022 to September 16, 2022, with possibility of extension depending on the project scope of work and deliverables.
