Position Summary

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.

Under the supervision of the Technical Director, the Laboratory Advisor will provide technical laboratory leadership, including technical assistance, training and capacity building support, for ICAP’s Philippines program.

Responsibilities

· Oversee laboratory training and capacity-building activities;

· Provide training, mentorship and technical assistance to clinical and support staff on laboratory best practices and guidelines;

· Support laboratory activities under ICAP’s Philippines program, including sample reception, processing and storage of samples;

· Administer rapid diagnostic tests for HIV, recent HIV infection and TB, among others;

· Record biomarker results and support data entry for biomarker results;

· Identify and report adverse events;

· Safeguard assigned data collection equipment, keeping it in good working condition, charged and ready for data collection;

· Ensure proper sample collection, labeling, packaging, reporting and storage as per national guidelines; and

· Carry out other duties, as assigned by the Technical Director.

Required Qualifications

· Master’s degree in epidemiology, strategic information, international development, public health or related field required;

· Minimum eight (8) years’ experience working in laboratory management in developing countries;

· Experience in HIV/AIDS laboratory activities and management;

· Proven capacity in building and managing a diverse team of technical and support staff;

· Excellent verbal and written communication skills required;

· Experience using existing data systems (HARP, OHASIS) for the national HIV program in the Philippines preferable

· Experience working with PEPFAR, U.S. Government or other bi-lateral donors also preferable, with strong familiarity with PEPFAR reporting requirements

· Fluent in English and Filipino.

Travel Requirements:**

· Domestic travels to project sites/partners as needed.
