About our Country Program/ Regional Programs.**
Position Summary.
RI is seeking a security analyst to support the regional security and access manager in the development and production of analysis designed to inform operational planning related to humanitarian access and security.
The core function of this position is to support RI regional security team with analysis capacity, analyzing global political and security developments in order to produce high-quality, actionable analysis that is relevant for RI’s operational and strategic decision-making. The Security Analysis will use a number of methodologies and manage specialist resources to ensure key threat trends that may impact RI staff or programs are identified, assessed, and communicate this analysis in an effective and functional manner to all stakeholders. This position is based in Amman Jordan (negotiable) with a portion of time spent visiting field locations (where possible up to 25% travel) and providing support to RI’s Middle East countries.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Constantly monitor available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access and security in the Middle East region.
- Prepare and disseminate regular reporting and updates to Regional Security and Access Manger as well as Regional Director.
- Provide timely thematic and/or area-based access analysis based on operational needs of programme team.
- Support senior leadership and staff in analyzing the latest developments in the Middle East region and how these are likely to impact programme implementation operations.
- Provide technical input and advice in assessments in new geographic areas (Go-No go assessments), and regular assessment reviews for existing locations.
- Maintain a high level of preparedness vis-a-vis predicted contextual fluctuations operationally.
- Provide humanitarian assistance and civil-military coordination planning and operational support during real-world crises.
- Draft analysis, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.
- Assist in capturing lessons learned and best practices from implemented programme operations.
- Understand, monitor, and remain current on geo-political developments impacting humanitarian crises globally, with a primary focus on the Middle East region.
- Lead and facilitating multiple events each year in scenario planning by country.
- Assist in the planning, coordination, and execution of security training sessions.
- As required provide professional presentations, briefings and training to RI Humanitarian teams, including senior leaders.
- Participate in relevant international or local conferences.

Technical Experience and Skills required for the role
- Experince of Humantiairian Assess and analysis including socal and economic landscape including confict drivers within conflict and post conflict environments
- Demonstrated ability to establish networks of contacts for the identification of analytical topics and collection of relevant data (including geospatial data); a strong multi-source analytical capability; and a solid capacity to engage different stakeholders across the humanitarian and security sectors.
- Ability to develop and deliver written and visual products on a timely basis, often on short notice, and to shift areas of focus quickly.
- Strong writing and demonstrated capability to produce high quality analysis.
- Must be able to read, write, and speak the English language fluently. Fluency in Arabic highly desirable.
- Field experience conducting and/or supporting humanitarian assistance and civil-military coordination in responses to international humanitarian crises.
- Experience advising and briefing senior leaders in military and/or civilian organizations.
- Experience working with United Nations agencies, international non-governmental organizations (INGOs), ICRC and/or IFRC, and/or donor agencies.
- Regional experience in Middle East required.
Participates in the on-going process of design, establishment, review of security policies and procedures to ensure understanding, “buy -in “, and compliance by staff; routinely revises safety and security plans to adapt to evolving security situation in conjunction with Middle East Regional and country counter parts and country directors, and Vice President of Safety and Security.
Maps and reports security incidents, ensures security reports have a trend analysis component included. In all Middle east locations and understands trends and threats; facilitates the development of situation specific , trend analysis and scenario planning; writes well -researched security analysis and scenario planning reports for review by Regional Management, Country Director’ and VPSS GSO.
Assessment
Ensure that analysis of the Middle East and RI country context is kept relevant and up to date with RI programs. Advice CD, Area Team Leaders and Regional Director on any important developments. Advocate for contingency planning where necessary and support teams in thinking about scenario planning and trend analysis. Including planning SRA’ and mitigations agreed to with separate in country SMT’.
Ensure application of situation appropriate rules and guidance per RI’s Field Security SOP’s, RI Global Security Safety and UNDSS; conducts visits to RI’s field project offices and residential sites in Middle East to assess security and safety conditions; develops comprehensive risk analysis and assessments in conjunction with country counterparts, leading to the updating of effective security plans, where possible train colleagues in country on security analysis basics.
Provide relevant input on all existing and new program concerning Middle East with pre analysis prior to go no go decisions as well as full involvement in budgeting at the time of proposal writing to ensure staff safety and security needs are met.
Capacity-building and gap-filling
Train, supervises and mentor national country security staff/focal points. Recommend and/or provides staff training on security analysis and scenario planning in a proactive and positive manner that promotes inclusion, participation, and leadership among the entire RI team, including expatriates, and local national staff.
Coordination
Ensure RI is linked via all inter-agency and security coordination lists and fora to ensure RI security presence in the INGO community within the areas of operation.
Liaises with local and regional UN & inter-agency security personnel on security matters for country programs; advises Country Director and RD as well as VP Global Security on security issues; provides security briefings and supports in updates for RI staff and visitors briefings when needed. QUALIFICATIONS & SKILLS REQUIREMENTS
This position will require a demonstrated ability to achieve results in a demanding and fast paced environment.
- Regional experience in Middle East required.
- Substantial and documented prior experience as a trainer and training skills – specifically the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
- Regional experience in Middle East required.
- Bachelor’s degree or equivalent
- A minimum of four (4) years’ experience in a similar role with equal responsibilities
- Strong leadership and communication (interpersonal, verbal and written) skills
- Excellent computer skills with solid knowledge of MS Office
- Experience in training adults using modern methods.
- Experience in a multi-cultural environment necessary
- Experience in conducting security assessments preferred
- Bachelor’s degree or equivalent
