Subject to bid award, Serco have an exciting opportunity for a Crypto Custodian to join our existing team based in RRH Buchan located in Peterhead. The purpose of this role is to oversee the day-to-day management of the Crypto account. Our Crypto Custodian role will also be responsible for the leadership of a specialised and motivated workforce, ensuring the appropriate depth and breadth of talent and resilience is in place to deliver, improve and grow the business. Furthermore, this role will be responsible to the List X Security Controller for the safe custody, registration, mustering, amendment, issue, safe handling and disposal of cryptographic items held on account.

Main Accountabilities

  • To be thoroughly familiar with the minimum national and departmental baseline measures described in JSP 490 (Defence Cryptosecurity Operating Instructions) for the secure storage, handling, movement and routine destruction of cryptographic items.
  • To ensure that the minimum national and departmental requirements for the secure storage and handling of cryptographic items are applied to minimise the possibility of a breach of security or a PDS (practice dangerous to security).
  • To maintain an accurate and up to date system of Central Accounting for all cryptographic items issued to Airbus using the appropriate register of cryptographic items with supporting vouchers to record every transaction. This requirement includes the annual mustering of cryptographic items to UKNDA (United Kingdom National Distribution Agency) for external audit.
  • To check and sign for all cryptographic items issued to them immediately on receipt and; conduct page checks of publications marked CRYPTO, ACCSEC and code systems, where appropriate.
  • To ensure that all personnel employed on COMSEC duties hold the appropriate level of vetting. Personnel who are required to have access to cryptographic are to be CRYPTO authorised. Such personnel must be re-certified annually and hold the appropriate level of security for the classification of cryptographic items held in their charge. De-briefing on completion of access is also to take place.
  • To establish a system for internal stock checks of all cryptographic items for which they are responsible at the requisite intervals.
  • Carry out and certify the routine destruction of superseded, or surplus, cryptographic items when so authorised and submit Des to UKNDA for audit.
  • To arrange for the prompt and accurate entry of all amendments to publications marked CRYPTO/ACCSEC or IFD (In-Force Directory).
  • To review the stock holdings of cryptographic items at regular intervals
  • To comply with key management procedures relevant to the holdings which are detailed in the IFD.
  • To maintain a CRYPTO/Standing order book and ensure annual re-certification by CSA (Crypto Storage Area) staff that orders have been read and understood. These may form part of the company general security instructions. Additionally, while the contents will vary accordingly to the location and size, sensitivity, and complexity of the cryptographic holdings, the contents are to include the following:
  • Security orders, including those covering prohibited items and cease of work checks.
  • Casual courier, escort and guard orders.
  • Emergency Plans
  • Success Profiles for the Custodian, Alternates and Assistant and BRENT Local Managers.
  • Copies of holders’ orders, which are to be, signed annually certifying that the orders are held, read and understood
  • To take immediate upward reporting action on any suspected or actual cryptographic incident IAW JSP 490 Chapter 7. Where an incident involves physical or personnel security, the local Security staff are also to be notified.
  • To produce and maintain plans (EEP) for the emergency evacuation, protection and destruction of cryptographic items, in the event of a fire, flood or other emergency. New custodians are to familiarise themselves with the EEP within 3 months of taking up an appointment.
  • To maintain records of protectively marked documents not on file. Such records are subject to formal hand-over/take-over on permanent change of Custodian
  • To issue cryptographic items on load to holders and users. Included in this is the requirement for Custodians to issue orders detailing the baseline security measure for the safe handling of cryptographic items on loan, ensuring that all holders/users have signed and understood these orders.
  • To Arrange and Deliver cryptographic fills to holders and users to a remote radar head on the UK outer Islands.
  • To arrange for a monthly surprise spot check of items and procedures of all cryptographic items carrying the CRYPTO, ACCSEC or CCI caveats which are on load. If the holder only holds ACCSEC items then the frequency of the check is 3 monthly.
  • Provide accurate data for inclusion in the weekly and monthly report for Skynet 5 sites.
  • Respond to out-of-hour calls for COMSEC advice, deliveries, emergency issues or supercessions.

What You’ll Need To Do The Role

  • MOD Crypto Custodian course.
  • High standard of Crypto accounting skills.
  • DV Clearance.
  • Thorough understanding of Manual of Protective Security, Defence Manual of Security, JSP 490 and In-Force Directories.
  • Computer literacy, being full conversant with the MS Office Professional Software suite or similar integrated software packages.
  • Good communication skills.
  • Supervisor experience or CMI qualification.
  • Good communication skills.
  • Military experience in Crypto accounting.
  • IOSH Working Safely.
  • A full driving licence.
