World Vision Ireland Terms of Reference – Disaster Risk Reduction for Humanitarian Programmes.
Background
With support from Irish Aid World Vision is implementing an education and protection programme in protracted crisis covering four countries Sudan, South Sudan Syria and Somalia.
The three common objectives of the programme are:

Displaced children aged 3-6 are protected and provided with Protection and Psychosocial Support

Improved access to quality primary and life skills education for girls and boys in target communities (IDP and host communities in Sudan and South Sudan; children in fragile contexts in Somalia)

Increased protection against GBV and access to empowerment opportunities for women and girls.
The impacts of climate change are increasingly evident in these programmes adding additional vulnerabilities to these complex situations. We are now seeking a consultant to support the strengthening of disaster risk reduction within these chronic humanitarian responses.
Scope of Work
As part of ongoing work to increase disaster resilience in target communities, World Vision is seeking a consultant to strengthen the application of Disaster Risk Reduction approach for its chronic humanitarian programmes in Sudan, South Sudan, Somalia and Syria.
The work will involve a detailed review of the HPP Programme with a view to identifying DRR approaches and models which can be successfully integrated with the current programme to complement its existing interventions.
The consultant will conduct the review through a mixture of desk-based review of key programme documents, supplemented by remote interviews with field staff from the 4 implementing countries. Documents to be reviewed include current programme documents: a. HPP Proposal; b. Quarterly Reports; c. Activity Reports; d. Relevant Policy products. Interviews will be conducted with key Programme staff from each partner country in addition to other relevant partners such as government officials or community representatives.
The consultant will develop a review report and set of guidelines/ recommendations for integrating DRR into the HPP Programme and deliver a remote training workshop for Country Office staff in the approach.

Deliverable 2: Deliver a remote training workshop for Country Office staff in DRR approach
Deliverable 3: Final Report and DRR Guidelines
Duration of the work/ Indicative Timeline
The work will be completed by 30th July 2022.
Management of Consultancy
The consultancy will be managed on behalf of World Vision Ireland by Senior Programmes Officer – Humanitarian & Emergency Affairs with support from the World Vision Ireland Programmes Director.
Requirements
The consultant should have the following skills and experience:
• At least 5 years of experience in working with international organisations and donors
• At least 5 years’ experience working on DRR related programming
• Strong experience and recognized expertise in models and methods of training, facilitation and capacity building, and organizational development for staff and communities
• Understanding and experience in working with children and communities in Sudan, South Sudan, Somalia or Syria would be an advantage
• Experience in the preparation of training material and tools
• Experience working in fragile or conflict settings
• Excellent written and verbal communication skills in English
• Knowledge of and experience with federated NGOs would be an advantage
