Background
Simavi is an International NGO working to accelerate the realisation of the Human Rights Water and Sanitation for women and girls. With partners in 10 countries in Africa and Asia, Simavi strives to amplify the priorities and voices of women and girls and support their participation in civic and political spaces to claim their rights. We support the development of global WASH alliances and learning platforms, and engage in evidence-based advocacy at national, regional and international level.
The climate crisis affects all of us, but it severely negatively impacts access to safe drinking water, and jeopordises the realisation of HRWS. The increased risk of flooding, droughts and water related conflicts – has led Simavi to incorporate a strong focus on climate within all its work e.g. programmes, advocacy and campaigns, with the ambition to contribute to reducing inequities and structural barriers to sustainable water and sanitation. Simavi’s work is guided by the principle of “climate justice”, meaning that we believe that the climate crisis is rooted in ethical and political issues that need to be addressed from a justice perspective rather than purely environmental and technological perspectives. In its new strategic plan 2022-2025 Simavi has set ambitious goals addressing the negative impact of climate change on access to water and sanitation for all. In order to accelerate its work Simavi is looking for a consultant to develop an external landscape analysis on the nexus climate justice, gender and the rights to water and sanitation.

Purpose and scope of the assignment:
Simavi is seeking a consultant to conduct a comprehensive mapping and analysis of potential donors and partners to operationalize our approach to climate justice, and with the objective of identifying and securing new funding and partnership opportunities in support of Simavi’s strategic plan (2022-2025). Hereby we are particularly interested in identifying funding and partnership opportunities that can advance our work on climate governance, as well as public engagement and multi-level advocacy at the nexus of climate and Water and Sanitation.
The mapping exercise must cover the Netherlands donor and partner landscape, as well as the international market, including Europe, the US and our countries of work. This funding and partnership landscape must also include a variety of donors (i.e. major donors, private foundations in Europe and US markets, bi-lateral and multi-lateral donors, UN agencies, trusts and other institutional donors) and potential partners / comparators (INGOs, networks, campaigns, research institutes).
Geographical scope
The scoping exercise should focus on the international and regional stakeholders active in the current Simavi countries: Ghana, Malawi, Kenya, Tanzania, Uganda, Ethiopia, India, Bangladesh, Nepal and Indonesia. No Field Visits are expected to be carried out as part of this assignment.
Expected deliverables:
· Comprehensive report detailing the results of the scoping exercise of potential donors. Donors should be organized per categories of type of donor and relevant information per donor should include: donor priorities, scope of funding, eligibility for funding, way of accessing funding and including the provision of contacts and/or suggested grant application avenues. We further welcome the identification of donors that could be influenced to support our approach to climate justice and HRWS, that includes community-led climate actions and applies feminist leadership principles.
· Analysis of the donors mapped and recommendations of at least of 10 donors that Simavi should prioritize based on analysis of the factors and positioning of Simavi to access funding from those donors. For the priority donors provide indication of strategies / positioning Simavi should put in place to access funding from those donors.
· Landscape of potential partners / competitors working on climate justice with a strong link to water, sanitation and gender. The landscape should include an indication of the main players in the areas of interest of Simavi. This could include, but is not limited to: INGOs, Southern based NGOs, platforms and networks, and research institutes.
· Recommendations on potential partners and potential competitors based on the landscape analysis. This takes into consideration the donor mapping and potential partners Simavi needs to explore to access funding and position in key donor markets (e.g. U.S. based donors).
Suggested methodologies:
· Review of Simavi strategic plan 2022-2025 and its Theory of Change, including key documentation from Simavi as well as track record of programmes to understand Simavi’s proposition. **
· Review of donor databases, websites, information on funding of climate, etc. **
· Key Informant Interviews with Simavi staff, with key persons in the climate and WASH sectors. **
Qualifications
· Applications are welcome from consultancy firms and/or independent consultants
· Consultants should have international experience in the development sector, good understanding of the philanthropy sector and current trends in philanthropy and funding dynamics.
· Consultants should have a good understanding of the climate change sector mainly. Understanding of the WASH sector and human rights is desirable. Good understanding of major donors financing initiatives on climate (that align to Simavi’s work) and WASH.
· Consultants should have a broad network and experience in fundraising, donor mapping, fundraising strategies, etc.
· Excellent analytical and writing skills.
Additional Information
Terms of appointment
· Final responsibility for the organisation and monitoring of the scoping exercise will be with the Partnership Development lead of Simavi.
· It is expected that the landscape analysis will take up to 10 days.
· Payment will be 55% upfront and 45% upon delivery and approval of the final report by Simavi.
