The Global Operations team creates best-in-class, innovative, and sustainable solutions across all international offices and field programs in Africa and Latin America by providing the resources, infrastructure, and policies to drive PPG’s mission. Planned Parenthood Federation of America (PPFA) and Planned Parenthood Global seek a seasoned, dynamic and dedicated Bilingual Financial Planning and Analysis (FP&A) Officer for the Africa Regional Office. This position reports to the Finance Manager, Africa Regional Office (ARO). While this position is based in ARO, it supports other country offices within the Latin America Region (LARO) and New York (HQ). The Africa Regional Office provides technical, financial and programmatic support to PP Global funded partners in the Africa Region.

Purpose :

The Bilingual FP&A role will be responsible for providing financial insights and projections, and providing reliable data to be used in decision making and planning. They will be responsible for budgeting, budget control and forecasting, supporting and monitoring performance management against Key Performance Indicators (KPI) and analyzing key cost drivers & revenue trends in the department. They will be charged with the preparation, communication and presentation of periodic financial reports for the Africa Region. The role will involve working cross-departmentally with the Grants and Compliance team as relates to donor reporting and analysis, and acting as support to the Finance Officer’s role. The position will report to the Finance Manager, Africa Regional Office.

Delivery :

KEY ROLES AND RESPONSIBILITIES:

Planning

  1. Collaboration with various teams and departments to provide the organization with a way to plan for the future, incorporating all operational variables into creation of sustainable and flexible plans that are adapted to strategic growth. Ensuring activities and outputs meet organizations’ financial goals, measuring KPI’s and giving recommendations to minimize impact on financial risk.**

Budgeting and Forecasting

  1. Preparation of, and performance of relevant budgetary control processes through variance analyses, financial data examination. Control and enforce the validity of data against relevant indicators and variables including funding sources, expenditure lines and categories and departments, together with initiating any necessary corrective actions.
  2. Informing and performing the budget forecast and reforecast process, as well as incorporating recommendations to the budget based on projections.
  3. Performing the Budget vs Actual (BvA) analysis on a monthly, quarterly and annual basis.
  4. Modeling of financial scenarios aimed at providing insight of speculative performance as relates to operations of and business processes within the organization.
  5. Forecasting of revenue needs of the region based on anticipated activities and expenditure indicators.
  6. Reviewing and monitoring of donor budgets to ensure payments and transactions are aligned with donor budgets.

Reporting

  1. Responsible for the month end close process for the region and all its in-country offices, ensuring timely submissions of financial reports and statements.
  2. Verification, compilation, completion and generation of the Regional Office Expenditure (ROE) reports from the region’s accounting system (QBO).
  3. Perform bank reconciliations for all of the Africa region’s in-country offices against a list of payments from the regional accounting system (QBO).
  4. Support senior management with ad hoc reporting and analysis.

Analysis and Risk Assessment

  1. Identification, evaluation, and prioritization of financial risks to the organization’s operations, as well as coordination and recommendation of pathways to minimize, monitor, and control/mitigate the probability or impact of unfortunate events, or to maximize the realization of opportunities.
  2. Forecasting months ahead by analyzing future payments or commitments to make sure the organization has enough funds on hand to handle expenses, as well as management of the organization’s liquidity risk.
  3. Help ensure financial data is maintained in consistent formats to maintain regional reporting performance
  4. Performance management by ensuring that set activities and outputs meets the organization’s goals in an effective and efficient manner, against various KPIs indications
  5. Implement Business Intelligence and dashboard reports.
  6. Ad-Hoc reporting and duties as assigned by the supervisor.

Other auxiliary responsibilities will include:

  1. Cross-functional team collaboration with the Finance Officer acting as back-up to the role, supporting roles such as preparation of payment documents as well as processing and capturing of payments and vendor management.
  2. Monitor the operations inbox for vendor and consultant invoices and follow up with them to ensure that payments are in accordance with vendor/consultants contracts and done in a timely manner.
  3. Coordinate various annual project assessments and regional financial audits.

  4. Assisting in donor reporting- data pulling and analysis.

  5. Any other duty that will be assigned from time to time by the supervisor, and falls within the capabilities of the employee.

ENGAGEMENT:

Regularly interacts with the rest of the finance department as well as other regional office staff, such as operations, programmatic and the management team ensuring interconnection of roles and responsibilities are executed as expected. Divisional policy, work plan and project needs determine the nature and frequency of external contacts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Education:

Bachelor’s degree in accounting, finance, commerce, business administration or any other relevant field. Professional qualification in CPA (K), ACCA or its equivalent. Must be a member of a regulatory body within the field, and proof of which will be required.**

Experience:-*****

Minimum of Five years’ experience in Finance and Grants management. Experience working with foundation grants preferred. Good understanding of best practices in procurement necessary. Experience in working with non-profit organizations is highly desirable.

Skills or Related Knowledge:-***

● Excellent analytical and decision making skills.

● Ability to anticipate, prioritize and manage multiple tasks with keen attention to detail and follow through.

● Fluency in English and French is mandatory.

● Capacity to work under pressure and meet inflexible deadlines.

● Experience in Tableau or similar financial modeling software is an added advantage.

● Experience with Business Intelligence platforms such as Power BI, Qlick is desirable.

● Quickbooks, Sage ERP, SEI and Google-Suite experience are a must.

● Must demonstrate good interpersonal skills.

● Cultural sensitivity imperative.

● Ability to analyze and synthesize information, and communicate clearly and persuasively, both verbally and in writing.

● High degree of efficiency and short turnaround time in addressing issues

TRAVEL:

Ability to travel a minimum of 25% of time within the country and outside the country
