ROLE PURPOSE:
The Youth Officer will ensure the delivery of effective technical and operational support and coordination of the regional DANIDA-funded project “Al Bawsala” to strengthen civil society actors to promote young people’s voice and participation at local and regional level. The program is regional in nature, however, Save the Children Iraq part of project will be implemented in multiple locations. The project will focus on youth and civil society strengthening. The youth officer will ensure day-to-day coordination and facilitation of different activities in coordination with the regional and country office and will contribute to the achievement of project results in addition to maintaining an overview of implementation and national partnerships.

Direct reporting (Administrative) to Deputy Director of Program Operations at Country Office & Technical reporting to Project Manager in MEE Regional Office Co-supported technically by the Country CP MHPSS TA.

Budget Responsibilities: DANIDA-funded project “Al Bawsala”
Role Dimensions: Roving to other locations & working closely with Project Manager in MEE regional office.

KEY AREAS OF ACCOUNTABILITY :
* Participating in the design of the project , and responsible for implementing, and/or maintaining activities of DANIDA-funded project “Al Bawsala” with focus on the needs and interests of the youth and civil society actors (CSAs) in Iraq.
* Work closely with youth groups, CSAs, partners, in all components of the project & coordinate the technical support needed in a timely manner.
* Conduct monthly planning/review meetings with partners & regularly update project management tools engaging partners including Detail Implementation Plan, Procurement Plan, MEAL plan, Project Charter, HR Plan-
* Plan field trips and special events for the Youth program according to measurable objectives outlined, track spending and complete event evaluations.
* Ensure budget planning, monitoring and spending in line with monthly forecast
* Regular Follow up of procurement, recruitment & payments with supply chain, HR & Finance department in Iraq CO
* Conduct/update Risk Management Plan with partners & ensure Risk Mitigation measures implemented in line with Plan under guidance of Head of R&C in Iraq CO
* Ensure reports from partners are submitted on time with quality & all required documentation.
* Ensure timely transfer of payments to partners in line with budget forecast/schedule in collaboration with CO Finance team.
* Ensure regular monitoring of project activities to achieve timely delivery of results with quality in coordination with MEAL in CO & project manager in RO.
* Ensure participation, information sharing & approvals of government authorities in Iraq as required
* Participate in the assessment of program objectives, including data collection, record keeping and reporting for grants.
* Coordinate and support a capacity strengthening program for youth groups and CSAs, including participatory action research and other research methodologies.
* Reach out to, establish and sustain links with youth-led CSAs and youth groups in the country.
* Support the participation and engagement of young people and youth groups in local, national and regional platforms.
* Ensure coordination with governmental entities at central federal Iraq, KRG related ministries and decision makers to raise youth voices and increase public investment in children/adolescents and youth rights in humanitarian and development contexts
* Develop & implement project sustainability/exit strategy and closeout plan including asset disposition in coordination with CO awards team

QUALIFICATIONS : Bachelor Degree in social sciences or any relevant subject

EXPERIENCE AND SKILLS
* Have a strong background in youth empowerment and civic engagement.
* Previous experience working with young people and civil society organizations in the region.
* Training and facilitation skills.
* Coaching and mentoring youth groups.
* Good understanding of the regional and national context in the Arab region and the challenges facing young people.
* Capacity to work with people from diverse cultural backgrounds
* Have strong organizational and communication skills, as well as the ability to manage his or her time well.
* Strong ability to work independently and as part of the team.
* Good project management skills
* Be comfortable working directly with young people.
* Possess excellent written, oral communication, interpersonal, conflict resolution, and listening skills.
* Have in-depth knowledge and understanding of the economic, cultural and political environment.
* Have excellent analytical skills.
* Local candidate from Baghdad will be preferred, SCI will not provide accommodation & pick & drop services in Baghdad.
