Proposal Objective:
SI is preparing a proposal for the five-year USAID Learning for Development (L4Dev)-Monitoring, Evaluation, and Learning (MEL) project. The contract aims to support the Mission to improve USAID/Nepal’s performance and development results by providing technical and advisory services in planning, designing, conducting, and learning from monitoring and evaluation of the Mission’s strategies, projects and activities.
Position Description:
SI is seeking a full-time Performance Monitoring Advisor to lead tasks related to performance monitoring and reporting under Objective 3. This is a full-time position for the duration of the five year project, and is anticipated to be based in Kathmandu, contingent upon contract award.

Responsibilities:

Serve as lead for Objective 3, leading performance monitoring and reporting requests (monitoring, third party monitoring, DQAs, rapid feedback assessments, support for MELPs, etc.) from the Mission.

Supervise GIS and monitoring staff.

Provide trainings to stakeholders on results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring.

Oversee GIS product requests and oversee GIS capacity development.

Provide support, leadership and technical expertise to ensure that the project meets all its performance and reporting requirements.
Qualifications:

Advanced degree in development, evaluation, development analytics, economics, knowledge management, or a related field.

A minimum of 8 years of experience in monitoring and evaluation within complex international development contexts.

Experience in the design and management of indicators, M&E plans, performance targets, data quality assessments, data collection, and analysis.

Experience using performance monitoring data for the improvement of ongoing project/activity management.

Participated and/ or led the conduct of qualitative and/or performance monitoring and/or evaluations.

Ability to conceptualize and structure monitoring activities and write reports clearly and concisely.

Proficiency in written and spoken English and Nepali.

Previous experience supporting USAID-funded contracts in a similar capacity preferred.
