Strategies. Integrative Gender Transformative approaches within all of CARE’s programs, CARE’s thought leadership on Gender Equality globally through insight and evidence building are central to CARE USA’s Strategy FY 25. CARE aims to support 50 million people of all genders to achieve gender equality.

This role is the senior-most executive responsible for gender equality at CARE USA, driving a system-wide effort to realize CARE USA’s ambition to be the leading US-based INGO addressing gender. Three key responsibilities for this role include: to define and execute an organizational strategy to dramatically increase CARE USA’s visibility and credibility as a thought leader on gender equality; oversee and grow CARE USA strategy’s gender pillar to enhance the impact and support gender equality outcomes at scale; and, provide leadership, on behalf of the CARE confederation to the Gender Justice Impact Area Strategy for Vision 2030.

This role will report to Vice President – Program Strategy & Impact Team and will:

  • Directly oversee a growing portfolio and team of a dozen gender experts and a decentralized global network of ~60 gender specialists;
  • Be part of the GMT to serve as an advisor for organizational strategy and initiatives on gender equal that includes collaboration with the executive and organizational leadership
  • Provide shared leadership to PSI team as well as ensure integration through leadership team of Impact & Innovation team, CI program strategy team that is responsible for technical leadership of CARE Vision 2030.

This role will also represents CARE at high-level international forums on issues related to gender equality, including women and girl’s leadership, gender-based violence, economic justice and rights, and gender data. S/he will engage and nurture strategic partnerships and relations with key donors/partners including but not restricted to professional foundations (e.g. Bill & Melinda Gates Foundation), the US Government, UN Women, think tanks, feminist networks, academics and other actors in the global gender equality space.

This role requires a leader who is a recognized technical expert, a strategic thinker, a collaborator and a talented and experienced manager, and a savvy external and internal influencer

Responsibilities:

  • Lead CARE USA’s organizational strategy on gender equality
  • Lead CARE USA’s gender portfolio and support program quality
  • Co-lead the gender impact area in CARE’s Vision for 2030
  • Lead and manage strategic partnerships specifically women led & locally led partners
  • Resource Mobilization
  • Policy Advocacy and Influencing
  • PSI Shared leadership on team culture, DEBI initiatives, and supporting integrated models of program design and implementation

Qualifications:

  • Master’s Degree or higher in social sciences, public health, or international development
  • 15+ years’ experience in international development, including previous senior leadership roles
  • 10+ years in the field of gender equality, focused on program strategy, design, implementation and evaluation
  • 10+ years managing and leading teams in highly complex, decentralized organizations
  • 7+ years living/working in developing country contexts Successful fundraising experience
  • Track record of public speaking, publications, and representation
  • Excellent diplomatic, negotiating, and cross-cultural skills; master consensus-builder
  • Ability to translate technical concepts into simple and compelling language for lay audiences (internal and external to CARE)
  • Fluency in at least one language other than English, preferably Spanish, French, Portuguese or Arabic
