About The Department
The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI), Colorado State Patrol (CSP), Division of Criminal Justice (DCJ), Division of Fire Prevention and Control (DFPC), and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Director’s Office (EDO) provides administrative and management services to the operating divisions of the department.

About The Work Unit
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). DHSEM is a consolidated Emergency Management and Homeland Security team. The Division’s mission is to lead and support Colorado’s efforts to prevent, protect, mitigate, respond to and recover from all-hazard events.
The CIAC Includes The Following Sections
The Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from all levels of government and that represents a clearinghouse for threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, dissemination for Colorado Department of Public safety (CDPS).
- All Threats Intelligence Unit: is responsible for the receipt, review, analysis and dissemination of threat and hazard related information and intelligence. The unit produces reports for law enforcement and non-law enforcement personnel for the purpose of information sharing on criminal acts, acts of terrorism or terrorism threats.
- 24/7 Watch Center: produces consolidated situational awareness information and intelligence during any major incident and provides a common operating picture and coordinated information collection, analysis, dissemination for the CDPS and our state and local partners on significant incidents affecting Colorado.
- Threat Liaison Officer Program: has identified individuals in a law enforcement, emergency services, military, public health, private sector entity who are responsible for reporting and disseminating suspicious activity and other criminal intelligence information to their local agency and to the CIAC.
- State, Local, Tribal and Federal Partnerships: partners that are co-located in the CIAC in a part time or full time capacity, including but are not limited to: Federal Bureau of Investigation, Homeland Security Investigations, Department of Homeland Security – Office of Intelligence and Analysis, Department of Homeland Security – National Protection and Programs Directorate, Department of Corrections, Rocky Mountain Information Network, and the CSP Auto Theft Intelligence Coordination Center (ATICC).
- The Safe2Tell component serves as a statewide reporting tool for community members and those members in school as well as a statewide answering point for all tips (phone, mobile or web-based). Safe2Tell is one of the most effective ways to gather intelligence from students, parents, teachers and community members about potential threats, concerns, welfare of students and potential violent incidents. Safe2Tell gathers and disseminates information that is reported to Safe2Tell to the school and local law enforcement.

About The Position
This announcement will be used to fill two Safe2Tell Analyst positions within the CIAC.
These positions will be assigned a rotating 24/7 schedule.
Duties Include (but Are Not Limited To)
- Position will be provided training and experience to review, assess and process information provided to Safe2Tell. This includes gathering information from callers, digital analysis of web/app-based tips, and inputting a tip into the P3 System.
- Processing incoming tips from the web and mobile app to include two-way dialog with tipsters. Forwarding the tip on to the appropriate school and law enforcement entity. Following up with school and law enforcement to verify receipt of the tip. Further follow up with the schools and law enforcement for dispositions of tips received.
- Periodically updates contact information in P3 for contacts when a new contact is made known.
- Position will be provided training and experience to review, assess, and process information provided to the Watch Center through the Safe2Tell phone line, web-based platform, Safe2Tell app and Watch Center/CIAC email inboxes. This will include assessing both raw or real-time and complete intelligence information originating from the public or professionals sent to Safe2tell or the Watch Center.
- This position will evaluate the information for its level of importance. This may include distribution of intelligence information to partners via the Watch Center notification matrix and other CIAC list serves.
- The position will handle documents and communications with partners and CIAC staff in accordance with the CIAC Security Policies and Privacy Protection Policy (protecting civil rights and civil liberties).
- The Safe2Tell Analyst will use good judgement in determining level of urgency of information, appropriate audience for dissemination, and expected level of detail in documenting assigned tasks.
- The position will act pertaining to monitoring and receiving information, following the appropriate Safe2Tell procedures along with any Watch Center and CIAC procedures and/or policies.
- As directed, provides pre-disaster support to the State Emergency Operations Center training and exercise program up to 5% of time. During a state declared disaster, provides operational support to the State Emergency Operations Center as directed.
- When directed, assumes assigned role as member of the State Recovery Task Force until relieved by Task Force Leader or Director, DHSEM.
- Performs other duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
Bachelor’s degree from an accredited institution in Criminal Justice or a field related to Customer Service, Dispatching, or Information Gathering.*

OR
Option 2 (Work Experience Substitution)
Full time experience working in a Criminal Justice, Customer Service, Dispatching, or Information Gathering field may substitute for the degree requirement on a year-for-year basis.*

Preferred Qualifications (not Required)
Experience receiving and routing Safe2Tell calls
Current CCIC/NCIC certification;
Previous law enforcement related analytical training;
Previous professional work experience in a multi-jurisdictional law enforcement environment;
- One or more years full time professional work experience either as a crime analyst or in support of criminal investigations within the Colorado Department of Public Safety. Part time experience will be pro-rated.
- Current Federal security clearance
CONDITIONS OF EMPLOYMENT
- Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
- Requires working rotating shifts including nights, weekends, and holidays to ensure appropriate level of staffing in a 24/7 work unit.
- A valid driver’s license required. This position may be required to travel using a state vehicle across the state.
- Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19.
- Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the State of Colorado’s Public Health Order and guidance issued by the Colorado Department of Public Health & Environment.
