Description of Job
The Work Unit
The Prevention Services Division (PSD) works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement, and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury, maternal and child health and ensure access to health care and opportunities for a healthy lifestyle. The Division works to establish integrative, cross-cutting approaches within the Division’s programs that leverage human and financial resources and produces the most effective public health prevention programs in the nation. The Division is committed to the professional development, collaborative effort, and sustained wellness of its workforce.
The Fiscal, Contracting, Compliance and Operations Branch (FCCO) within PSD provides support to all programs within the Division, offering services that include fiscal management and oversight, procurement and contracting development and oversight, compliance monitoring and operations support. The branch provides division wide training, forms, policies and procedures for all of the Division’s business operations including all fiscal, compliance and contracting workflow. The branch maintains access to all department systems and houses super users for department systems including KRONOS, PEPS, FDW, COFRS, CORE and more. The branch provides support for all division operations functions including the creation and management of division operations, personnel liaison functions, organizational charts and more. The branch is responsible for building, maintaining and implementing all systems, process, policies, and procedures to support the functions listed above. The branch is responsible for producing financial records, tracking internal and external expenditures totaling over $200 million division-wide. The branch is responsible for the preparation of hundreds of contracts and purchase orders each year as well as compliance monitoring activities of grant funding passed through to external agencies.
The Position
This position is responsible for budgeting, tracking balancing, monitoring, reporting, and managing all monies for assigned branch programs/grants. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs. This position provides budgetary and financial support to all levels of division management including offering fiscal recommendations and frequent independent decision-making, assists in the achievement of service goals and objectives at the least possible cost to the Division, prepares and provides budget data and analysis to the central budget office for submission to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) for long bill spending authority, helps prepare fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned. Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business or public administration, economics, political science, statistics, government or closely related degree and two years of professional experience in budget analysis, budget development and implementation, fiscal management, policy development, and implementation, or public or private sector management or administration (including budget formulation, execution, and analysis).
Substitutions
Any combination of professional budget analysis, management analysis, statistical analysis, economic research and analysis, budgeting, business administration, public administration, and/or local government budget/policy development and implementation experience, which provided the same kind, amount, and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the bachelor’s degree.
A master’s or doctorate degree from an accredited college or university in accounting, finance, business or public administration, economics, political science, statistics, government, or closely-related degree may be substituted for the bachelor’s degree and one year of general experience.

Conditions Of Employment
- Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID 19, or submit to twice-weekly serial testing.
