Education And/or Years Of Experience
A minimum of a bachelor’s degree and five years of experience in one (or a combination) of the following: accounting, auditing, budget, grants management, or cost allocation is required. If no bachelor’s degree, then at least 10 years of professional experience in one (or a combination) of the following: accounting, auditing, budget, grants management, or cost allocation is an adequate substitution.
Preference will be given to those with proven experience in cost allocation and/or professional state government experience.
About Us
The Office of Revenue Management is under the Assistant Secretary for Administration located at Department of Children and Families Headquarters in Tallahassee, Florida. This Office is comprised of three units responsible for federal cost allocation and reporting, cash management, and revenue forecasting.
The Cost Allocation Unit is highly diverse in its responsibilities, including managing and maintaining the Grant and other Revenues Allocation Tracking System (GRANTS); producing the Public Assistance Cost Allocation Plan (PACAP); producing the Post Award Notices (PAN); ensuring compliance with section 215.97, Florida Statutes (Florida Single Audit Act) and 2 CFR 200 (Uniform Grant Guidance); reporting necessary data in accordance with the Federal Funding Accounting and Transparency Act (FFATA); coordinating Random Moment Sampling (RMS); and preparing the Schedule of Expenditure of Federal Awards (SEFA).
What You Will Do
This is the management position of the Cost Allocation Unit within the Office of Revenue Management. This position is responsible for overseeing six direct reports. The incumbent is expected to manage staff workload, ensure deadlines are met, train and motivate staff, establish work requirements, and maintain accountability of the unit.
Specifically, The Incumbent Will Be Responsible For The Following
- Supervising employees by assigning work, reviewing process, and assessing performance.
- Supervises and directs the preparation of a variety of financial reports and statements.
- Reviews and ensures accuracy of reports, workpapers, and schedules prepared by staff.
- Identifies and implements operational efficiencies.
- Responds and/or addresses auditor requests and inquiries.
- Ensures adequacy and accuracy in the preparation and submission required reports produced by the unit.
- Ensures work product of the unit is compliant with the governing/applicable rule, law, guidance, etc.
- Reviews, or writes and produces, procedures of new or modified business processes.
- Performs work assignments involving research, data interpretation, and analysis.
- Analyzes financial data gathered and develops solutions or alternate methods of proceeding.
Required Knowledge, Skills, And Abilities
- Knowledge of methods in data collection and analysis
- Knowledge of basic management principles and practices
- Skilled in Microsoft Office Suite, specifically proficient in Excel and Word
- Skilled in management and/or leadership
- Skilled in any of the following: accounting, auditing, budget, grants and/or contract management
- Ability to proofread and/or reconcile
- Ability to determine work priorities
- Ability to understand and apply applicable rules, regulation, policies, and procedures relating to management
- Ability to take direction and manage effectively with changes in direction or policy
- Ability to effectively communicate, both in verbal and written form
