Position Summary

We are seeking an exceptional leader, passionate about evaluating programming for young people, to serve as the Regional Program Officer for Monitoring, Evaluation, and Learning (MEL) – Asia/Africa. This regionally based position will report to the Senior Program Officer for Monitoring, Evaluation, and Learning, who is based in Kansas City, USA, and will influence our global ME&L practices across five agencies in India, the Philippines, and Zambia.

This position provides technical guidance support on all monitoring and evaluation aspects of our global program portfolio in the areas of health, education, life skills, and youth employment. Ensures robust M&E systems that include design and management of frameworks, theories of change, evaluation tools and methodologies, databases, and data utilization for program quality improvement. Collaborates with Program Officers and MEL Coordinators to provide significant input on technical M&E portions of program design and proposals. Provides day-to-day support to agency MEL Coordinators. Supports the analysis, consolidation, and development of program reports for different stakeholders.

Function/Responsibilities

  • Provide technical support and coaching to MEL Coordinators at each agency in Asia and Africa
  • Manage program M&E databases (including output, outcome and survey data)
  • Manage annual ME&L projects including the mid and end year data review process and the creation of the annual reporting instruction packages
  • Conduct program data analysis, consolidation, and visualization
  • Support the development of monitoring and evaluation plans and tools as part of the program design process
  • Support teams to experiment and innovate with their MEL processes and practices
  • Improve global processes for monitoring and data integrity, enhancing teams’ capabilities to manage these processes in the virtual space
  • Ensures the quality of M&E activities and systems at all levels
  • Increase global understanding of ME&L at all levels of the organization but especially among agency staff
  • Knowledge management of learnings in ME&L in the region
  • Review global and regional best practices, distill these practices, and make them actionable at the agencies
  • Collaborate with the Constituent Understanding & Insights team on data analysis and visualization, and with other organizational stakeholders in the reporting of key program data
  • Collaborate with regional counterpart (Regional Program Officer for Monitoring, Evaluation & Learning in Latin America) to ensure alignment of work globally
  • Manage the Program intranet page and the Program Innovation Hub
  • Perform other administrative duties as assigned, including reports, data requests from other organizational stakeholders, and assisting with annual budgets.

Qualifications

At least three years of professional experience in program monitoring and evaluation, database management, and data quality assurance (DQA)

Experience in program design, monitoring and evaluation, including quantitative and qualitative data collection and analysis required

Demonstrated experience managing projects, especially across multiple locations Experience working with an international NGO or in the field monitoring and evaluating programs, or leading learning processes around data

  • Strong MS Excel skills and experience with data analysis, data visualization, and mobile data collection software
  • Excellent verbal and written English communication skills required
  • Strong facilitation and coaching skills
  • Ability to work independently with minimal supervision
  • Experience working closely with families, communities, local or national government, and other partners to deliver effective programming highly preferred
  • Deep commitment and belief in the CI mission and organizational values
  • International travel up to 25% is required
  • Excellent interpersonal, relational and communication skills, with a history of inspiring collaboration across various functions
  • Possess a passion for children and youth and be committed to making a difference in the world
  • Flexibility and sensitivity to work with multiple cultures and languages and across different time zones
  • Bachelor’s degree required, Master’s degree desired
