1. OBJECTIVE OF THE CONSULTANCY
Develop community disaster risk management plans in a participatory manner with emphasis on preparedness for response and focus on people with disabilities, ethnic groups and gender in the municipalities of Puracé, Inzá and Páez in the department of Cauca.
1.1 Specific objectives
· Define a design and planning methodological route for the participatory elaboration of community plans in preparation for the inclusive response in the municipalities of Puracé, Inzá and Páez.
· Analyze the main risk scenario(s) in a differentiated manner at a micro-local scale with data disaggregated by ethnicity, disability, gender (available in reports, records, diagnoses, plans, documents, censuses, projects, among others).

Identify the problems, vulnerabilities and differentiated capacities in the population in preparation for the response
· Identify evacuation routes and inclusion proposals for the incorporation of the inclusive approach in community plans.
Identify the existence and/or current situation of the community early warning system
Socialize and validate the community plan
Carry out an inclusive drill in each of the prioritized sites
The objectives to be developed will materialize in products that respond to a collective construction process in 2 months, from the contracting.
2. ESTIMATED BUDGET
The amount to be paid will be Fifteen million pesos ($15,000,000) at all costs. The proposal must include taxes, fees, as well as materials, snacks and equipment for personal use required by the consultant(s) to carry out their work. In addition, the proposal must include the method of payment, which may later be negotiated by the parties.
Keep in mind that, on these values, the corresponding withholding discounts will be made in accordance with Colombian regulations.
Keep in mind that if you are a Legal Entity you must invoice VAT, which must be included and itemize said value within the proposal.
Remember that service provision contracts require the payment of social security contributions by the contractor.

Detailed and compiled report of methodological application, methods and techniques with photographic records, assistance, which includes the work carried out in each of the municipalities.

· Documents should reference the inclusive response preparedness plans established by Humanity & Inclusion.
Plans should be based on the results of inclusive diagnoses
· The consulting team uses a pre-test at the beginning of the consultancy and at the end a post-test of knowledge and/or awareness of the issues addressed in the development of the consultancy. The pretest and posttest results should be included as part of the detailed report analysis.
· The methodological route must contain the definition of methods and techniques (workshops, social cartography, interviews, etc.) to collect information, with community actors and institutions, and the preparation of formats or templates for the pre-test and post-test. As well as, a schedule of the activities and stages of the process.
· All products must be validated by the HI team. The consultant must take into account the validation time in their work schedule.
4. MAIN ACTIVITIES
§ Work meetings with the official and the Project Manager, to arrange and coordinate the methodological route and work schedule.
§ Meeting with official and project manager, and strategic actors from ethnic communities and disability committees for training and simulation
§ Information request directly to national, departmental and/or municipal entities and institutions.
§ Document review, experiences, research and projects developed on the incorporation of the differential approach (ethnic, people with disabilities and gender) in disaster risk management
§ Application of data collection tools and/or methods, including focus groups differentiated by age, disability, gender and age.
§ Presentation and validation of inclusive community preparedness plans for response with strategic actors including committee of people with disabilities.
§ Preparation of definitions and finalization of the document validated by HI
§ Fortnightly meetings with the official and project manager to monitor progress.
5. SUPERVISION
Within the framework of the consultancy, the consultant will collaborate with the Humanity & Inclusion team, in particular, with the GIRD official and Project Manager, who will be their references.
6. MAIN INTERNAL/EXTERNAL CONTACTS
The consultant will have more contact with the following actors:

· Focal points: disaster risk coordinator of the territorial entities, community liaisons, representatives of ethnic and gender communities and organizations of people with disabilities, Municipal Council for Disaster Risk Management (CMGRD).
7. REQUIREMENTS
PROFESSIONAL PROFILE
Academic training : **
Professional in the area of human, social or health sciences, specialization in disaster risk management and/or studies of fines with an inclusive approach will be valued **
Experience, knowledge and skills:
· Minimum 5 years of experience in the areas of Disaster Risk Management, related to analysis of threats, vulnerabilities and/or differentiated capacities and/or with an ethnic approach.
· At least 4 years of experience in community work with differential ethnic or gender groups and interculturality and protection standards for groups in situations of greater vulnerability in emergencies and disasters.
· At least 3 years of experience in consulting and coordinating projects in preparation for response action plans and/or recovery/rehabilitation aimed at strengthening institutional capacities and community empowerment.
· Minimum 4 years of experience in databases, management and interpretation of statistical data and cartography for the design and execution of projects, programs and/or disaster risk management plans
