Position Title: National Project Management Officer – Migration Health & Biometrics

Context

Under the overall guidance of the Director of the Migration Health Department, the Health Assessment Programme (HAP) Global Support Unit provides services to all missions and medical field operations worldwide. The Migration Health Informatics (MHI) unit is responsible for operational medical software applications, data repositories and statistical reporting. Under the direct supervision of the Migration Health Software Development Project Manager, the overall supervision of the Migration Health Informatics Manager, and in close coordination with the ICT Department, the Biometrics Working Group and units and projects involved in the use and application of biometrics for migrant management, the successful candidate will manage the overall implementation of the Biometric Systems for Health Assessments project, being responsible for the financial, administrative and technical oversight of the project, in line with IOM’s policies and practices and in coordination with other biometrics initiatives within IOM and of partner agencies.

Required Qualifications and Experience

Education

• University degree in Management, Social Sciences, Computer Science, Engineering or other relevant discipline with 2 years of relevant professional experience and preferable exposure to biometrics system and services; or
• Master’s degree in the same fields with relevant experience.
• Practitioner certification in project management (i.e. PMP, Prince2, Agile, Scrum) is an advantage.

Experience

• Demonstrated experience in managing projects that encompass a multi-phased project to develop and roll-out a global solution including the integration of new hardware and integration of new software into an existing system.
• Excellent client-facing and internal communication skills.
• Good practical knowledge of biometrics system and software project management using industry standards, systems analysis, technical design and application architecture.
• Experience with development of biometric systems or platform environments, including activity and service models and security and performance architectures.
• Experience implementing biometric technology to large and diverse enterprises, inclusive of how different types of systems and capabilities are rolled out.
• Knowledge of biometrics principles, concepts and technologies and their advantages and disadvantages in different applications.
• Exposure to public health data, medical records, patient management or health information systems is an asset.
• Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
• Ability to work effectively and harmoniously with and supervise colleagues from diverse cultures and professional backgrounds.
