Position Summary:

Under the direct supervision of the Country Representative in Ukraine and in close partnership with staff at ICAP Headquarters in New York and Almaty, the Program Coordinator will serve as the technical lead for implementation of the CDC-funded Ukraine Recovery Project, which is focused on improving control of multi-drug-resistant organisms and hospital acquired infections. The Project Coordinator will be responsible for managing technical and programmatic aspects of the project, ensuring full compliance with donor regulations and requirements as well as Columbia University policies.

The Program Coordinator will also work with the Country Representative to develop and maintain highly collaborative working relationships with representatives from the host government, academic institutions, local health facilities, donors, community groups and other implementing and collaborating partners.

Major Accountabilities:

• Support coordination, planning and implementation of all ICAP’s activities in Ukraine.
• Assist the Country Representative with communication with facility-based teams, governmental bodies, country-based staff of other cooperating/collaborating agencies, US and other donor missions that are critical for the success of ICAP’s programming in Ukraine.
• Conduct regular remote and on-site monitoring visits to assess the implementation of site-specific plans and provide support as needed.
• Participate in the development of program reports (technical reports and progress updates), presentations and other publications related to program activities;
• Participate in the development of annual workplans and M&E plans;
• Facilitate and manage effective and appropriate data sharing among various partners;
• Support planning and implementation of training activities and other events;
• Participate in routine coordination calls and meetings with the CDC and ICAP NY to discuss project implementation progress and next steps.
• Ensure compliance of all ICAP activities with local, donor, and ICAP rules and regulations.
• Perform other related duties as directed.

Education:

• MD (or international equivalent), PhD, MPH, or other relevant advanced degree in the fields of public health or medicine.

Experience, Skills, and Minimum Qualifications:

• Minimum 5 years of experience managing international public health programs or projects.
• Demonstrated experience and/or knowledge in public health program development, implementation, and monitoring in conflict settings or emergency response.
• Demonstrated knowledge of technical content areas relevant to the ICAP project in Ukraine, including prevention, detection and response to antimicrobial resistance, infection prevention and control, and antimicrobial stewardship.
• Proven record of coordinating donor-funded projects that consistently achieve objectives and targets.
• Knowledge and/or experience working on health and development projects supported by the US Government through CDC, the Global Fund, the UN system agencies, foundations, or other bilateral donors.
• Demonstrated knowledge/awareness of general requirements of USG and other major international donors.
• Demonstrated experience and skills in public health diplomacy, negotiations, and cross-cultural communications.
• Excellent oral presentation and writing skills.
• Demonstrated ability to identify, analyze, and resolve problems, constraints, and issues relevant to project implementation and performance.
• Proven ability to lead, manage and mentor a culturally diverse team operating in complex environments, including conflict settings.
• Demonstrated fluency in both English and Ukrainian.

Kyiv, Ukraine

Travel: Business trips range from 2 to 5 day periods to the regions (West Ukraine) – 20% of working time.
