Organizational Setting and Work Relationships

The Senior Resource Manager position in the Bureau/Division or Office of the Director with responsibility for providing substantive resource management guidance to the Director as well as to the Deputy Director, and to UNHCR regional/country offices covered by the Bureau/Division and representing the Bureau/Division in all resource management discussions.
Direct supervision is received from the Director. Contacts are predominantly to recommend solutions based on predetermined guidelines provided by higher authority and with persons such as head of important organizational units in other organizations or national governments on subject matters of greater importance to the Organization¿s programmes.
The incumbent makes recommendations/decisions related to content, prioritization and presentation of programme, administrative budgets, human resources management and training needs; within the bureau/office of the director on programme, financial and human resources management issues, in full compliance with UN/UNHCR rules and regulations.
The Senior Resource Manager heads the Resource Management Unit of the Bureau/Division and supervises its staff. The position normally supervises other professional staff and some GS staff.

Duties

  • Serve as principal advisor to the Director and the Division’s/Bureau¿s senior management team on all resources management matters throughout the programme cycle, from planning to implementation and reporting, following-up as required to ensure that best practices are observed, resources are used in a cost-effective manner and that adequate controls are in place, anticipating, preventing and proposing solutions to problems and issues that arise.
  • Coordinate the Division’s/Bureau¿s annual planning for financial requirements, providing useful analysis of past year trends and future projections, in relation to the Division’s/Bureau¿s strategic directions and planned activities, reviewing and ensuring the quality, coherence, consistency and completeness of budget submissions by the Sections and making proposals for the initial allocation and subsequent reallocations of resources during the programme year, so that the use of available resources is prioritised and optimised.
  • Coordinate the preparation and timely submission of financial and budgetary elements of UNHCR regular reporting, including the Mid-Year and Year-End Reports, Global Appeal, Global Report, etc., and specific reports requested by the Director, other Headquarters units or required by donors for earmarked contributions, ensuring effective internal coordination and technical supervision in relation to all administrative, programme and staffing requirements.
  • Analyse the Division’s/Bureau¿s human resources requirements, provide advice, make proposals and take action regarding the creation, discontinuation or reclassification of positions, as well as in relation to the use and management of UNHCR Temporary Assistance staff and affiliate workforces, including individual consultants and staff contracted through UNOPS and implementing partners, as well as the use of such alternatives as individual service contracts and framework agreements.
  • Advise and support the Director and the Division’s senior management team on all human resources management issues, maintaining a close engagement with managers and staff regarding the management and administration of staff, making recommendations, initiating action and following-up as relevant.
  • Represent the Division/Bureau in internal and external contacts, meetings and fora related to resource management.
  • Enforce compliance with UNHCR¿s financial, administrative, procurement and human resources policies, administrative instructions and guidelines and with deadlines for submissions and reporting on operational plans and implementation (i.e., Annual Programme Review, Mid-Year Review, etc.).
  • Make recommendations and, as agreed with the Director, take decisions related to the management, prioritization and reallocation of operational and administrative budgets and human resource management issues within the Division/Bureau, in full compliance with UN/UNHCR rules and regulations.
  • Perform other related duties as required.

    Years of Experience / Degree Level
    For P5 – 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree
