Project Background

LOGOS is a sub-national governance improvement project funded by the United States Agency for International Development (USAID). It is designed to support the Government of the Republic of Mozambique (GRM) efforts to decentralize governance to improve the delivery of public services – particularly health, education, and WASH -at central, provincial, district, and/or municipal levels. LOGOS supports activities with all levels of GRM, including support to central ministries responsible for the coordination of sub-national units of government, as well as technical assistance to select provinces, districts, and municipalities. Improvement of sub-national governance includes supporting the participation of the private sector, civil society, and marginalized groups. LOGOS works under an overarching mechanism (IDIQ) against a series of periodic Task Orders (TO) as defined by and with USAID.

Role Purpose

The MEL Officer will be based in Nampula, Mozambique, and report to the MEL Senior Officer with a dotted line to the Deputy Chief of Party. The MEL Officer will work closely with the Senior MEL Officer in Nampula and the technical team to support the overall MEL activities and impact assessment, ensuring data and information are used for learning and improving project and stakeholder activities. This is a local hire position, and applicants must have the legal right to work in Mozambique.

Responsibilities:

• Works in coordination with the Senior MEL Officer to perform timely M&E of program activities in Nampula and Zambézia provinces.
• Ensures partners understand M&E commitments and oversees their outputs.
• Collects and analyzes program and external data against benchmarks and targets, including coordinating site visits with the technical teams..
• Travel to remote areas and work independently to monitor activities, if required.
• Translating the M&E findings into success stories, other information, and/or social media products will support the learning and communication activities.
• Generates reports for the program team and USAID.
• Ensures data quality and integrity.
• Contributes to the development of WorkPlans, ensuring that intended results are captured in the MEL plan and that planned technical activities contribute to project performance indicators.

Qualifications

• University degree in Project management, social sciences, , or related field.
• Minimum 5 (five) years of professional experience in a related field.
• Demonstrated analytical and assessment skills (including primary research and mixed-methods analysis).
• Dynamic personality with demonstrated creativity and a willingness to learn.
• Strong computer skills (MS Office suite) required.
• Experience with USAID or other donor-funded programming strongly desired.
• English proficiency and Portuguese language fluency required.
