BUND
As part of the second phase of the IKI-funded project “Strengthening civil society in the implementation of national climate policies” BUND is inviting tenders for a study on the implementation of Nationally Determined Contributions (NDCs) in Brazil. The study commissioned by BUND (Friends of the Earth Germany focuses on the implementation of Brazil’s international climate commitments and the involvement of traditional and indigenous groups in the country in the process.
The purpose of this study is to (1) investigate whether Brazil’s international climate
commitments are translated into national plans and strategies that take into account
popular proposals. Furthermore, this study aims at (2) understanding the work of
locally implemented climate actions among the indigenous and traditional peoples of
Brazil. Local climate action can be beneficial to marginalized communities (good
solutions such as “renewable energy systems”) or hamper their development (false
solutions such as mega-dams). Therefore, (3) the study should investigate on the
social implications of local climate action.
Consequently, the case study should pursue the following three objectives:
1. TRANSPARENCY: Track international climate commitments (NDCs) to
climate relevant policies and check for participation of civil society,
2. REPORTING: Track the implementation of local climate policies among
traditional and indigenous peoples of Brazil
3. ACTION: Understand if and how the NDC is being implemented in a socially
just manner, exemplary in the energy sector. Find best practice examples.
The results of the study should inform actors, such as authorities and civil society by
recommending improvements in the international, national and regional monitoring
and verification mechanisms for climate action in order to effectively monitor socially
just climate action implementation.
