- DUTY STATION (City, Country): Regional Bureau in Cairo (RBC), Cairo, Egypt-support country offices in the region
- REPORT TO (JOB TITLE): Head of VAM Unit
Job Purpose
Geospatial data management using an enterprise geodatabase and building/maintaining web mapping applications are key areas of focus in the RBC VAM unit work plan to make progress in food security and vulnerability analysis and Early Warning (EW).
As maps are a powerful means to advocate the issue of food insecurity and vulnerability, providing essential guidance for programme targeting, a strong GIS capacity is also essential to allow WFP to respond rapidly in case of emergency by providing geographic information on people’s locations, accessibility, and likely damage impact.
Against this background, the RBC VAM seeks an experienced, resourceful, strategic, and dynamic professional who can further explore regional opportunities and bring tangible progress in the abovementioned areas.
KEY ACCOUNTABILITIES (not All-inclusive)
- Following corporate guidelines, design and develop standardized maps and infographics to inform WFP, donors, and stakeholders on regional achievements and responses and effectively support WFP regional bureau units’ cartographic needs.
- Prepare and distribute produced static maps in various formats (hard-copy with small to large format printing, digital and web-compatible).
- Prepare, develop, and update interactive web-mapping applications to support effective information management and to visualize food security and emergency preparedness information in line with WFP and UN cartographic policies and practices.
- Conduct regular and ad-hoc geospatial analysis using remote sensing and geospatial analysis techniques to support decision-making, programme design, and emergency response.
- Lead the 72-hour emergency assessment approach in the region, including developing country-specific standard operational procedures and models to activate and conduct the assessments.
- Maintain and update the spatial data infrastructure (SDI) for the storage of geospatial data layers in the centralized regional and country offices in the region while establishing linkages to the corporate SDI portal in close coordination with relevant teams at RBC and HQ.
- Support migrating the regional and country-specific SDI nodes into the global spatial data infrastructure, ensuring minimal downtime and business continuity in coordination with relevant GIS and TEC teams in HQ, regional bureau, and the country offices.
- Ensuring the use of standardized and updated geospatial data layers and best practices in the region.
- Update and maintain the inventory of GIS/Remote Sensing (RS) datasets and maps to ascertain data/map needs and gaps while identifying new data sources to ensure data preparedness for timely solution and response.
- Provide training sessions and prepare training materials in GIS and Remote Sensing for WFP staff and partners as needed.
- Providing consultation and technical support to GIS officers/focal points in the region.
- Any other duties that may be requested by the Head of the VAM unit.
Education
STANDARD MINIMUM QUALIFICATIONS
University degree in relevant areas, including Geographic Information Systems (GIS), Remote Sensing (RS), and computer science.
Experience
Minimum 5 years of relevant experience including 1 year of professional experience in using GIS / RS analysis, preferably in the humanitarian and development sector.
Knowledge & Skills
- Up to date with the latest mapping techniques- refer to the second bullet point, geospatial data management and applications development are needed.
- Extensive knowledge and experience of Esri ArcGIS Desktop/ ArcGIS Pro, ArcGIS Enterprise, and other commercial and open-source geospatial packages.
- Extensive experience with geospatial analysis models is essential; experience with Google Earth Engine (GEE) is desirable.
- Proficiency with Spatial Data Engine (SDE), geodatabase design, and geodatabase management.
- Proficiency with developing web-mapping applications using ArcGIS Online (AGOL)/ArcGIS Enterprise and other web mapping is essential.
- Knowledge and experience of data modeling languages, including Python and R, and familiarity with statistical packages such as SPSS and STATA will be preferred; Demonstrated data visualization skills are needed.
- Excellent interpersonal and general communication skills; Strong service orientation; Ability to work in a multi-cultural environment
Language: Fluency in English is a must.
